Not sure but it may be a custom icon used with Desktop Visualizer.

Unfortunetely it isn't a widget.
This is an icon.
I attached the icons in different formats for you if you want to use 'em.

I just couldn't find about 3 graphic files responsible for the background and progressbar, as You've probably noticed.
What do You think of it?

Hello, I don't know if its easy to do, and I assume no one did this or published this, but I would like my status bar, and phone in general to look more like older android versions(android 5 mostly), with the status bar something similar to this :
