Galaxy Mini's ARMv6 CPU is compatible with 4.3, so S1 also can.
The main problem is that Qualcomm doesn't release drivers for 4.2+

No you can't. As Sony has already ended software updates for our Xperia C.
Xperia C will remain on Android 4.2. So you can't upgrade it to 4.3.

Android 4.2.2 is the final update available for Xperia C. But you and install Android 5.0.1 Lollipop themed ROM for Xperia C from HERE
