I would like to build or have built, a ROM that replaces the standard cellular dialer with a SIP client. Then the phone would only use VoIP for calling, whether on cell data or Wi-Fi. That way you could connect to any VoIP service or PBX for your calling.
1) Has anyone already done this? If so, please point the way to them.
2) Do you think it would it be hard to do? What obstacles do you foresee?
3) Which SIP client would you use?
4) What cost ballpark would I be in to have one of the experts here at XDA do it as a paid project?
5) Do you think you could roam between data services in mid-call?
6) Would you have to stay within one line of devices?

Current SIP Applications
Yes I am aware of the current crop of SIP apps and the Android internal SIP stack. While I am new to Andriod dev, I am fairly well versed in SIP and WI-Fi dev.
More correctly, I want to find out how to defeat the built-in system dialer for cellular calling and replace it with a SIP one.
Also, managing SIP keep-alives and the Wi-Fi interface to keep battery life as life as possible and make sure incoming calls are not missed because the phone is "asleep" ... be that the SIP client or the Wi-Fi interface.

I recently signed up with VoipStunt for my SIP calling on WM6, but I'm not terribly impressed with the quality. Some crackling, hissing, and dropped words. Not about to set up my own Asterisk server or get Vonage. Anyone (in the US) really happy with the quality of service of a particular VOIP provider on WM6?
I think VoIP over 3g will become more common in the future. But it's not there yet because I'm constantly searching for a VoIP provider that offers
1. app with push notification (I don't want to give out passwords to 3rd party apps such as acrobits)
2. supports G729 or iLBC codec
3. U.S. based
4. outbound CID spoofing
5. multiple registrations
6. of course in/out calls at a competitive rate
7. full integration with OS
FYI, Vonage Mobile satisfies #1-4 but it cannot receive PSTN calls.
Any new ideas on this, I am looking for a US based sip provider that has cheap outgoing calls without a subscription.
I ended up signing with voip.ms seems like it is good.

My girlfriend has an s710 which we bought from ebay and have it configured to only have a data connection when she is on wifi (so she doesn't have to pay for a data plan thru the cell provider) I am wondering if it is possible to add VOIP to her phone, which seems fairly straightforward.
We both have Google Voice numbers, I am wondering if there is another free service we can sign up for to basically create free incoming and outgoing voip calls using her google voice number when she is on wifi, and have it automatically switch to gprs when she is not?
This is the first WinMo phone I have ever even seen, nevermind used. Tutorials or FAQs would be great, I tried searching but couldn't find anything that was exactly like this and was wondering if it was possible!

Does anyone use sip with voip.ms? I get no reception at all at my school but get wifi. Are there any free sip accounts available for canada? If not, I wouldn't mind trying out voip.ms for sip calling.
I already made an account, and got the username with the server name. Do I just need to add in funds and will be able to make/receive calls through sip?
I use voip.ms on my Nexus. I use an app called CSipSimple - I can't remember why I don't use the client that came with the phone, but I did have a reason.
Not sure how well it will work over wifi, I've only used it over 3G. I had to forward the ports for SIP to my ATA, so your mileage may vary.
Once you add funds you should be able to make calls using voip.ms. To receive them you'll need to order a DID through them.

Does anyone know of an app that uses internet connection for calling purposes?
I am on AT&T and have a limited minutes plan, and am not left with much at the end of the month.
There are such apps on other platforms like talkatone app in ios devices, which allow users to call using cellular data or wifi, thus not using the valuable minutes of the plan.
I was just wondering if anyone know about any such app on WP devices, or anyone interested in making one.

Search for Govoice - it uses google voice.
Also Tango.me (it does video and voice and is also available to android and iphone although it is currently only phone to phone or phone to pc communication)

I already use Govoice and tango. Govoice uses the google voice number, but makes the call through your cellular network which uses the minutes on your plan.
Tango on the other hand uses data or wifi to make the call which is what I want, but it can only call other tango users which is very limiting.
I want an app which dials whatever number I give it, and instead of using the cellular network, uses data or wifi.
I personally dont have access to ios or android device, but there is an app called "Talkatone" on both these platforms (i think, but am sure about ios) which calls every number in the directory using only data or wifi.
An app like that is what I am looking for.
Haven't tried this one but search the marketplace for mobilevoip . You have to use a headset with it and it's beta

So I've got my tablet set up with the new google hangouts dialer app and it's working great. I use Google Voice with an old ported landline number, and I use an ObiHai device to connect the GV account to the wireless phone handsets around the house. ObiHai is going to stop supporting Google Voice so I was hoping that when Hangouts got Voice Calling, I would be able to connect my tablet to the house phones (they support bluetooth connection for cell phone integration) and keep them in use. However, I've run into a few issues.
The main blocker seems to be that the Hangouts Dialer does not integrate into the deeper dialer settings of the phone. After a little research, it seems that the Groove IP app (paid version only) had this type of integration for similar use before it was cut from the GV service. I'm wondering if anyone who's been using a wifi-tablet with VoIP and/or wifi calling services might have any experience with bluetooth accessories that might help me. Are there any apps out there that might be able to bridge Hangouts to the main dialer services so that a bluetooth device would use it for calls? I tried exDialer and it seems to almost offer this kind of functionality for Skype calls, which I imagine are handled similarly, but it doesn't seem to quite take it far enough to work.
I also ran into the issue where the bluetooth profile that the handsets use only seems to be useable when the device identifies as having voice capabilities, but I think I've solved this (unverified as I have no service to actually test it with). I have a P5113 running a recent nightly from official CM11 (P5110 build). I grabbed the framework-res.apk from the matching P5100 build and it seems to have done the trick for that, although it still comes to a dead end where the bluetooth connection only goes to the telephony service and reports that there is no mobile connection.
Edit: Well, ObiHai announced today that they once again officially support GV, so that makes this whole setup redundant again.
