Does anyone know how to extract a .OBB file? I keep getting error message, or force close message when I try to use the application.

On PC try using 7zip. Or on your phone try changing the extension to .zip and extracting.
If it is one of those pesky ones might have to use the jobb tool in the SDK: http://developer.android.com/tools/help/jobb.html

I'm trying to backup .apk files to my sdcard via AppManager and then open up the XML files to see if I can tweak it, however whenever I try to do this, with any .apk file, it's always messed up and no matter what program I use to edit the .xml file it won't display and it comes up with errors.
Anyone know why this is and/or how to fix it?

They are a strange mix of binary and hex. It's not a human readable xml.
So is there any way to edit them?

Seems like there is a program that will read and convert them to human readable, but you can't edit them and have the changes saved. I will post back when I find it.
The java program is called AXMLPrinter2 and can be run from a command prompt, which converts to TXT.

By cab file I presume you are talking abut the 0CAB1286.006 file, when I try to run it, I get an error saying no program associated with this file.

A cab file, is a cabinet file. Compressed used for installations in windows. Should have the extension ".cab"
http://forum.xda-developers.com/showthread.php?t=973921 has the instructions, but not sure how many people use this app.
Also, you may want to move your post to the aforementioned page. You'll get better responses from the people who already use it.
How should I download eclipse for android?
I keep getting this strange problem where I can't open eclipse because it has a missing neighbouring file or something?
All I did was unzip the directory and open the application and now it is stuck with some kind of error?
What is the error exactly? And what OS are you on? You should just be able to unzip it to a local folder and launch it just fine. A little more info would help.

Eclipse is not an installable .exe file (in windows)
Its just an archive, and all you need to do is extract it to the location of your choice in computer and open the eclipse.exe file. And I guess that's what you've already did.
Also, which version of Eclipse you've downloaded? Check whether the downloaded file is corrupted by re-downloading. Download Eclipse Classic 4.2
And as said above, a little more info would be great.

Try to open it with WInRar or IsoBuster if it doesn't help, Try demon tools
I found a program, Irfanview that can open very much files and also img.
But are there programs that can open img image?
I think the only way is to open by Wave_Remaker (Bada firmwares)

Use WinRAR (Easy) or Alcohol 120% (Preferred) Alcohol will mount the ISO as virtual disk so it won't say that ISO is corrupted

try a programe called daemon tools install it on the system tray, you will find DT icon right click on it-mount image-select .img
thats it you'r done.....
If doesnt work, something wrong with your file download a new copy and try again..

I'm in an urgent need of help !!!
The thing is i have this app .APK that i want to modify,
I open it with winrar, navigate to the file i want to modify (Bitmap image in my case) then i copy it into the Desktop, modify it,
and then put it back in the rar archive without modifying the name or anything.
Then when i try to install (on Agent bluestacks) it it dosen't work !!

You just have to replace the train480x320.png
in \res\drawable with the same image that i have uploaded with the rar file and sign it..
