Yes you can take the backup of sigin information using titanium backup(Like whatsapp,Skype,Viber)all 3rd party apps which require sign in except google..

If you're asking if it will revert you to Froyo, then no. All it does is erases your data and apps.

So it installed the app but didn't get the data files, when I open it it says I may not have paid for it well at least I have the actual app unlike some people

Select Only User APPS and Avoid system apps like samsung services and try ignoring it should work
No, it's not a problem. The Android ID is a randomly generated thing when you first boot the device. Normally, apps do not care about this ID, but some paid ones do lock onto a single ID so it cannot be shared by posting the APK.
This is an insanely outdated copy protection method though, as many people has more than one device (tablets), so you can just ignore it. Either press yes or no, it does not matter. If you're afraid to break anything, just say no to the restore.
