My bad I was on 4.4 all along lol sorry....
Is there a way I can turn the screen on or power on my phone and it shows my widgets first extended down and then I can hit the little lock button that be at the bottom to go to my pin lock screen and enter my password? Is there an App out that can do that or a hack or ROM out that does it already?

Almost all custom roms do this. To be sure, read the list of features.
