When I enable it and exit the application, it doesn't stay on and doesn't record my time. When I go back into it, the service is off. Testing it on a Note 3 running 4.3

Rwilco12's Wallpaper Gallery is a HUGE collection of high resolution wallpapers gathered from around the web. Currently there are more than 1,000 unique wallpapers!!!
The collection is mostly fractal, abstract and technology based backgrounds with a few others mixed in. Images are categorized by their base color in order to help simplify the process of finding the right wallpaper for your device.

i cant set the apps as i want?
I don't think the intention is to let you set the apps you want proactively. Just use the phone as you would, and start whatever apps you need. Over time it will learn which apps you use most in each place and it will offer them to you. At least, that's how I understand it works, and how it's seemed to work for me for the last week.
I really like this lock screen. The only minor complaint I have about it is that it sometimes feels like an app running on top of a lockscreen... That's probably a poor description, but it's the best I can think of. At times it feels like it has to go do something before it responds to what i've asked of it. I suppose the other minor complaint is that there's no landscape mode. I'd really like it to sit in landscape mode in the car.

Hey could you make it like Acdisplay + Music menu on the screen.
No screenshot to show us how it looks when one picks up their device to see the notification? You do realize you're competing with well-established apps on the Play Store like Peek & AcDisplay. Grats on the front page recognition, however you offer nothing to interest me. I'm adding this constructive criticism so your app won't get buried in the forum with no recognition like so many others.
Does it use wakelock or it needs special kernel?

It doesn't require any special kernel. It uses wakelocks but acquires and releases in a way so not to tear off your battery. But of course if you leave your phone with a missed notification still many hours it will drain some battery.

Unfortunately Android prior than 4.3 doesn't support natively detecting notifications. So no plans for backward compatibility right now.

I will look into that maybe later. Right now my cause is not to copy an already well established app but to bring some new functionallity that is missing from out there. But I am not saying that a lackscreen layout is out of my plans. Thanks

Well I just found out you can move the little floating bubble, but when I move it, it goes back to the default spot. And if I move it to another spot it force closes.

Sorry for pointing this out but the first floating twitter client is "Tweetcase", the first version was released more than a year ago (even before Paranoid and Facebook floating stuff). Other than this, good job!
Overall i love the concept..
But please fix the Force close when i try to move the icon
