This is an Optimus T from Tmobile USA.
So I found a thread talking about Old Baseband and New Baseband and I see them there as v10e and v20G. I couldn't see my baseband version because I was running Mik's and I guess in CM7 ROMs, there is just a string of numbers/letters where the baseband version should be. So I installed an old ROM to find out what version I had and to my surprise it says the following.
Software Version:
v10a-Oct-01-2010
Which Baseband is this? Is this an even older Baseband? Do I need to try and get v10e or does this one work just the same?
**EDIT**Nvm so far from what I have read it seems to me the old baseband is v10 and the new one is v20 and the letters prob just represent region or release period.
Baseband's not a worry. Even if you are on v10 ( old baseband), you can use newer roms by flashing the 'old bb fix' from your recovery. Been doing this ever since, on every new GB, ICS, JB Roms I flash.

I just bought a HTC Inpire4G that had been used before.
The model number is "HTC HD Desire A9191" and it seems that this phone has already been modified since I can't get 3G with 850/1900 bands.
I assume that this phone was flashed with the HTC Desire HD ROM which was designed to support the European bands 900/2100.
Am I correct? what should I do to get 3G on this phone or restore frequencies I need?

No, that's the actual hardware version of the Inspire. This won't change with different ROMs. You need to check
"About Phone" -> "Software Information" to see what ROM you have. The latest stock ROM shows up as 1.80.502.3. I think I have the stock radio which is (baseband version): 12.39.60.19P_26.06.04.06_M. I have a custom kernel so I don't know what the stock kernel version would show up as.

So, my phone does'n have a custom firmware and radio?
I bought this phone because I need 850/1900 3G bands but can not get this.

Looks like you've been rooted to the point of downgrading to the Desire HD ROM. Check your bootloader (power on while holding the VOL-DOWN key). See if you have (at the top) S-ON, S-OFF, or ENG S-OFF.

Can i upgrade to a newest offical rom? If yes, what is recomended?

FFS, no you can't flash any other ROM except the T-Mobile versions, or which you're on the latest

i get a set which signals have been gone and the cross are shown there i do update it but its still not trun on its radio
and also its imei not show in phone

I didn't quite got it, but if you have problems registering with the network, you should try and update for 21B, as some say it solved those issues.

you should update to v21b and then it should be OK. It works for most phones. LG support is reason why I am going to buy another brand.
As the title says, how can I know which baseband my phone have?

My baseband version is listed as unknown. I believe this is the issue why I cannot register on my Vodafone network. Can anyone pls help? Got this issue after i flashed the latest version of Griffin ROM.
