It's a live wallpaper based on strings. It lets you choose the colour of your strings and the background colour also. You can also turn off the camera rotation.

First of all, if you want to post image - that is not the way to do that, second thing is that is not static wallpaper, i think that comes from app that is live wallpaper or app that allow you to create your own geometric wallpapers (to change colors and geometric figures). Try to search one at google play.
