You can't have a transparent status bar in stock or stock based roms (unless Samsung releases it)
But you can flash aosp based roms like cyanogenmod etc. Which have the feature.

im on the stock rom ( rooted ) is there a simple way to be able to change and pick the colours of your statusbar icons eg:wifi ,data etc
im not wanting to flash a full rom just change the statusbar icons to a different theme
You can use Vertumus's Domination theme. It's AOSP based and you can choose from holo or holo light. http://forum.xda-developers.com/showthread.php?t=2304251

Not sure if CM has transparent SB, but why dont you try CM based AOSP roms ?
Most of them now offer this option : Illusion, Rootbox ...
