This isn't a hardware or software issue, but an issue with Google itself. I haven't been able to purchase anything from the Google Play for over two weeks. There were some unauthorized charges on my Google Wallet Account and I went through the appropriate steps to rectify this. However it's been two weeks since the indecent and I haven't heard anything from Google as to when I would be able to purchase from the Store Again. I have spoken to Google Play Phone Service about 5 times, and they have no idea as to what is going on with my Google Wallet account. They just say they will send it up to Google Wallet and I should hear from them. Well all I get is a robo-email telling me to update my credit card information. I do. And I keep getting emails telling me that they are going to close my Google Wallet Account if I don't update my credit card. I check and the information is correct. I even deleted and re-entered the card information. When I try to email google wallet back all I get is the same Robo-Email telling me to change my credit card information. I have no avenue to go. If I could sue them I would. I am obviosly being ignored, and if they try to blame their system or a computer problem then they have big problems to worry about and should allow me just to charge my card directly or use paypal. This is killing me. I have no way to contact Google regarding this issue, when I do, they just say "I'll forward it to google wallet" and I get a Robo-Email telling me to change my credit card information.
If I delete my Google Wallet and open another one do I lose all my purchased Apps?
If anyone out there knows anyway to help me contact Google or even if they believe this is a case I should bring to a lawyer as this is clearly customer abuse. Abuse meaning I'm getting the run around with no answers, and my emails and calls pleaing for assistance from google has fallen on deaf ears.
When you speak to Google Play on the phone you need to explain to them that passing your information to Google Wallet is not helping and that you need to speak to someone higher. They will help you if you explain this to them.
As for suing them, you should just forget about that.
I did that. They transferred me to their supervisor and then a few hours later I get an email from Google wallet to change my credit card info again. A third time. Thanks for trying ;(

You need to keep explaining to them. If you put the phone down and you've not spoken to someone that will help then you'll just keep getting the same emails from them. You need to be more firm (note I say firm, not rude).
Thank you all for posting here and reading my story. I contacted them again and went through everything I've gone through, Including the infinite loop issue I've had with Google Wallet(I repeated myself over and over about as many times as I have contacted google and was told to update my credit card info via email) . The person was nice and professional (as they all have been) and said that he is within close proximity to the Google Wallet Team and put me on hold. When he came back he said that it should be working now. I checked and Successfully purchase "DrawSomthing".
This whole experience magnifys a major issue with GoogleWallet as a form of payment. With no clear cut way of communicating with them we are left with no avenue to resolve issues like this. Conversely I had a similar issue with PayPal some years ago and the issue was resolved in 3 days. PayPal has many ways of contacting them and explaining your issue fully. With Google Wallet it seemed like they sent an email to Google Wallet and it initiates a "give the user directions to handle this themselves" email. Problem is not everything can be handled by the end user. Google needs to open up a channel of communication with GoogleWallet if it ever hopes to compete with PayPal or Amazon Payments.

Anyways, I got a general question that I need clarification on before proceeding with google wallet on my S3.
1. I have google checkout linked with my main debit card, will this inhibit me from using google wallet with the same card? or will this actually make my life easier cause it should sync?
2. Well, actually thats the only question I had. If theres a google wallet resource other than the flashing thread please point me in that direction. this forum can be overwhelming with its many options/devices so I only hang in the S3 forum.

I have Google checkout but haven't used it in a while. Google checkout is when you add your card to Google and buy something online which has their checkout as option. So basically instead of entering your CC # and billing address / shipping address. You just simply click Google checkout that will take care of the order and you don't have to enter anything no CC # no addresses.
Wallet is when you link your CC with the app called Google Wallet and use it in stores. Example: you groceries shopping and see they have NFC enabled CC machines, instead of digging in your wallet for the card and swiping it and putting it back in your real wallet you just take out your phone unlock the screen hold the device to the NFC enabled CC machine enter your pin and Voila paid and it charged your CC. here's a demonstration: (this is not my video I just use it for demonstration purposes) http://www.youtube.com/watch?v=5ZdqUneVPdw
Also I believe that Google checkout is pretty useless @ this point because you can use Google wallet to checkout online these days as well but I haven't looked it up yet how it works. I highly doubt it would interfere but if you want to be a 100% sure, call Google enter your name and # and they will call you

I've had a Google checkout for a long time. I recently added (hacked) Google wallet to work on my vzw GS3. When I set up my wallet I added the same debit card I have in checkout. They don't conflict with each other at all. I just went into Google wallet on my computer. There are two categories you can view. 1. Online purchases 2. Wallet app purchase. They separate what apps I've bought to the few times I've used wallet at McDonald's. Works awesome!

Hi guys. I was wondering if you could give me some ideas how to deal with this stupid problem. I hope I didn't break any rules of the forum, I did search first and I think General is the most appropriate sub-forum because this is not related do any phone.
So, the problem is the following. I moved from UK to US. I bought a Nexus 7 while still in UK and got the promotional £15 store credit. Now, in US, I can't activate Google Wallet on my new Nexus 4, because it says "not supported in your country". I want to change my country in my Wallet account from UK to US but it says - you can't change country if you have nonzero balance. I am left with 61p in my account that I don't know how to spend. When I open the play store, all prices are in USD. So, I see a $0.99 app and try to buy it, it asks for £0.62 and automatically excludes my account balance as a paying option, directly goes to my cards.
So, I need to find an app that costs £0.61, or I need to find a website where I can make a donation or something for that amount.
Or maybe if there is some way to upload more money to my account, I could upload the difference up to some exact amount that is needed to buy something.
Any ideas are welcome.
I contacted Google Support and they are useless. They told me to create another account.
I can't give a link but the app's name is "die for metal"

Thanks. They have some strange ways for calculating those. I clicked on lots of 99 cent apps and sometimes they where 61p, other times - 99p, and finally I found one for 61p! So, I managed to clear my balance. And now... I still can't change my home address and country - it shows the same error message - "Your home country (United Kingdom) cannot be changed because you have Google Play balance."!
I am contacting support again.

I don't know if those are connected but try calling somewhere from gtalk . I think your google wallet and talk balance are connected.
Also the problem may be the currency rates. For example, 92 cents could be 60.99 pence so you still have 0.01 pence...

Sorry for the massive bump, but I have this issue with the 22p left in my account... Does anyone know of anything that's this cheap? Or another way of emptying my credit? It's crazy that I can't use it as part payment as I think it's the thing stopping me from signing up for all access!

I have the same problem, spending it all doesn't help - the balance goes to zero but it still won't let me switch countries. Has anyone called Google/Wallet support and gotten any help with this?
I've had the same problem lately. Won £5 free credit with KitKat but as my home country is showing as US (yet I live in the UK) even with Zero balance I'm unable to change country. Contacted Google support who said even though balance is zero, having a transaction history with them is what prevents the country from being changed. They are aware of the problem and apparently engineers are working to correct this issue but there's no time frame on when it will get fixed. I was advised to set up a new account!
I tried deleting the Wallet account as I thought this may trigger new t's&c's but again as the transaction history is there the account just gets suspended and not deleted. Until they fix it there's no other options...

When i bought my Nexus 7 in The Netherlands, i used a VPN to get the 25 dollar gifcard. Well now i cant change my country back to the Netherlands, so i can use my 5 euro giftcard that i won with Kitkat giveaway.
I hope this gets fixed soon! This is really anoying and making me spend less on google play! That doesn't sound like a good busniss model
There is no fix, I have been trying all day for my AU$5 Google KitKat code.
Ring +18554925538 which is the Google Wallet support number, press option 2.
If you ring from skype its free, report the problem, they are aware of it, and there is currently no fix.
However the more people who ring, the faster the issue will become a priority and get fixed.
I have been told to create a new Google Account :silly: ... well I think I can live without redeeming codes / or purchasing from Google Play with a card.
Best option is to sell your code, or swap it, I know £5 is worth more than US$5 or AU$5 or €5 but at least you can redeem it.

After searching around for awhile and getting nowhere, I called up Google and explained the situation. The woman I spoke to really didn't know what she was doing.
She first suggested I use the 14p towards a purchase. Um, no, against your T&Cs.
She then suggested I top up money in my prepaid balance and use that. Um, no, also against your T&Cs, and getting slightly annoyed now.
She then suggested creating a new Google Account completely. How about ... no.
Finally after a lot of back and forth, she got permission to add 55p to my account, which gave me 69p total, so I bought an app for 69p.
My balance now says zero... and I still can't change my country to Canada. I got transferred to someone else, he tried to help but ultimately said to give it 48 hours and see if that did anything. It's been 48h and I still have the error message... has anyone had this cleared after a certain amount of time??

No dice as of yet, it's been a week and I still can't change my account address. I need to give Google another call, but just haven't had the time to sit down and do it.
This is the most ridiculous problem.
Having the exact same problem as you guys. I'm in email communications, asking for a follow-up of my call 3 weeks ago. I can't spend my money and even if I could, it looks like it wouldn't help me at all according to your personnal experiences. I'll keep you posted if I can get this sorted out. Thanks!
I also read the full Terms and Conditions of Google Play Canada (http://play.google.com/intl/ALL_ca/about/offer-terms.html) and it says : 4. Redeemed balances that remain unused in your Google Play account will expire on September 30, 2013... However my balance is still there..

I decided to go forward... There is a link (https://support.google.com/wallet/answer/2907658?hl=en) with a form to close your google wallet account. I am trying this. The downside is when you have subscriptions, you have to cancel them but you still have access to your subscriptions until the renewal date so not too too bad... My main annoying thing is I'm losing my 80Gb @ 20$ yearly on Google Drive.. It better work! Will keep you posted

Tell me if you lose that rate too, because I have all access @ $7.99 and I'd hate to lose that.
Well cancelling Google Wallet account ONLY disables it and they can't delete it due to tax and government audits. They can't create a new Google Wallet account within the same Gmail account. So I lost my legacy Google Drive plan for nothing There really is no fix. I'm re-opening my account.
Just caught up on all the posts since my last post.
This is literally the most ridiculous problem that Google's taking its sweet time to fix. I've been waiting for so long for a fix for this. People move, its a fact, they have to have a way to allow us to change our home countries!
I've got over $300 US but I can't spend in Canada. Some apps say This payment method cannot be used for this purchase. (IAI). I have no idea how to fix it.
I figured out a way to change the store (the 0.00 Google Play balance will still remain).
From your browser only (not on any phone).
1. You need to go and delete ALL addresses associated under wallet and payment types. You will NOT be able to change "home" address. Log out
2. Change your shipping address to the country your now in. Log out.
3. Now add a credit card. It has to match your new shipping address.
4. The store should change over in a bit and you can now buy.
The problem is, there is no way to change the google play balance credits and add them. This is because your "home" address will still say:
"Your home country (insert yours here) cannot be changed because you have Google Play balance"
Google REALLY needs to fix this so we can change our home addresses.
I'm having the same issue with a UK to US move. Spoke to Google and they removed my 22p. However, because I used a google play balance in the UK (nexus 7 gift card), it is locked to the UK and cannot be changed. (It is against their policy to move accounts.)
The slightly amusing part was the suggestion to create a new google account in my new country. Yet when I asked if they could transfer all my gmail, google+, etc., I was told that wouldn't work and I would have to start from fresh.
The biggest issue is I now cannot redeem vouchers in the US, as my UK country lock does not allow me to do it.
I asked them to take the question further up the chain, but not waiting out for any answer soon.

So everybody likes the Play Store. However, as with most services, a big part of the contents are limited to the US version of the store. While other services like iTunes have this problem, creating a US based account is pretty much painless, and they never really ask after you tell them where you live, even you're lying.
Google, however, is a team of pretty smart guys. The Play Store is a service based on a website that uses your location to tell which is the correct store for the place you're in. However, I've discovered that this method only applies on certain occasions.
You see, the Play Store will only use your location IF you don't have a payment method selected. I'm guessing you know where I'm going with this, but I'll go on anyways. After you set up a payment method, the Play Store will use the location of the billing address of said method to determine the store it has to access.
So what does this mean? Basically, if you set up a credit card in Google Wallet with a billing address with a US zip code (regardless of the real billing address, if you set it up through the Android app you only have to access the zip code) your account will become a US based account.
Of course, this means that you can use this method to access pretty much any Play Store available with a short Google Search of a zip code from the place you want.
Anyways, I'll tell you step by step how I did it. I want to be very clear: there are other methods. Again, you only need to set up a payment method with a US billing address. But some people are fond of Step-by-step tutorials and I want to get this to as much people as possible.
So without further do:
1. Getting the android Google Wallet app. For this I used tunnelbear, an app you probably already know if you've been trying to accomplish what I did, but in case you're not familiar with it, it's an app that let's you surf the web as if you were in another country, so that location based websites (like the Play Store) will send you to that country's version of the site. Anyways, use the app and go to the Play Store to download the app into your phone. If the app doesn't show up, chances are that already have a payment method with a billing address outside of the US, so you must remove that. Don't worry, you can enter it later, and even use it to buy thing (look at the end of the post)
2. Setting up your payment method. Once you get the Wallet app, use the menu button or the 3-dot menu and go to settings. The first thing you should see is "Credit and debit cards". Tap that and then tap the "+" sign on the top right corner of the screen. Here you must enter the card info. YOU MUST USE REAL INFO, OTHERWISE IT WON'T RECOGNIZE THE CARD. The cardholder name is irrelevant. where it says zip code, you can probably guess what you need to do. I used a Florida zip code, but again, any US code will work.
3. Final steps to victory! We're almost there! now that you've set up your US payment method, all you need to do is clear the Play Store app's Data (NOT ONLY THE CACHE). To do this, go to your phone's settings app, find the application manager, search for the Google Play Store app (be sure you're on the "ALL" tab on the most right) and tap it, and then tap the button that says "Clear data" (again, don't JUST clear the cache!). Proceed and then go the Play Store app. You should be prompted to accept the terms of service, meaning that everything went fine and dandy. Now feel free to enjoy!
And there you go! No more proxys, VPNs, and temporary solutions! Again, this method is probably not the only way to achieve this, but I'm hoping that you at least got an idea of what you need to do to accomplish this.
I used my personal credit card, and to be honest, I'm not sure if prepaid cards will work, but I don't see why they shouldn't. Also, regarding the ability to buy apps and other contents, it seem to work just fine. I've purchased a couple of apps and books, so everything seems to be working fine.
The only time I had a problem with a payment was when I wanted to buy 25$ of Play Store credit, where the operation wouldn't go through, but I quickly solved it by buying the credit using Tunnelbear and then I could use the credit without any problems (and without Tunnelbear of course).
I really hope this works for you, It's really a shame that Google doesn't make the Store international (or at least get it to more countries quicker) since that is probably the only thing that is helping iTunes get the upper hand on it.

I am going to give this a try, but a few questions: do you need to do this on each device or is once enough, and what will happen when for instance devices will become available, the US nexus 5 is incompatible with European 4g networks. Will you only be able to get the US variant and what about delivery?

You should use a ZIP Code/State/City from a state without Sales Tax....

Well, to this day I have not found a guide to permanently achieve this. Although I should've expected that someone would've figure this out before me
About the state-dependent tax, I wasn't aware of that as I haven't been prompted to pay it, guess Florida is one of those tax free states

No florida isn't tax free, about 7% depending on the city
And it didn't work for me... I had a credit card that I used to pay some apps a long time ago (with marker enabler)
I removed it, enter another one but I couldn't make the trick, sadly my market is still blocked

And if you did not find it, then you did not search hard enough

And yes as the poster above me, its not tax free... I had some tax free purchases, but then an in app purchase came with a tax... thats from what the screenshot in the attachment is from.

Well for me it worked after I have no idea what. Default card I have on a US address, completely US. Not just ZIP or Country.
Now I have everything correct the country code being US.
Shows now this in Wallet > before the US in the end was my Country.
Code:
Oregon
Portland OR 97201 US
Also I did not use the Google Wallet app... Just the regular Google Wallet Setup in web. Or the Google play add credit card...
I would say his 2 step is unnecessary. Or you do not have to use the tunnel, hacked Google Wallet etc....
PS also there is another thing I changed to US https://accounts.google.com/b/0/EditUserInfo?hl=en but no idea if that had some effect

1. my credit card expired and need to register a new one, I still use a US address for billing though.

Anyone having the same problem as me?
I originally signed up for All Access using a US credit card.
Now that it's available in Canada, I can't switch.
My Google Wallet seems tied to the US.
I was able to change my home address, add and verify a Canadian credit card, set it as default.
But when I try to re-activate All Access, it won't recognize it, and the currency still shows up as USD.
Isn't there a way to change this ?

I assume you tried already new Google account + new Canadian cc + cc address? Otherwise give the wallet support a call, they should be able to help. good luck

I will contact them. I'd rather have my Wallet account migrated (they can switch currency, but manually).
I use one Google account for everything; including Play Store, Android, Gmail, Google+, Photos, YouTube, etc. so creating a new account just to get music is out of the question.

I think I'm in same boat as you. But I never signed up for All Access before. I simply enabled Google Music while I was in USA and kept using it for uploading music and claim free music.
Now I'm trying to sign up and it just give me USD price, however if I want to buy any music, it works fine as my default cc is selected and Buy button is blue. While signing up for All Access shows no supported method of payment and Buy button is grayed out.
I'll give support call as well.

No resolution yet, but apparently, there are thousands of users with this problem (method of payment is greyed out when attempting to sign up for All Access, and Google Wallet thinks we're trying to buy a US subscription). I got the issue escalated to technical/engineering, and I hear reports of users with the same response. They will manually change our Google Wallet account to CAD currency.
There seems to be another bug with people who have a Google Play balance in USD (from an old Nexus purchase in the US, or a US gift card). Those users can't be switched. But Google is working on a fix to allow them to convert their balance in another currency, and therefore, be able to switch subscriptions to their home country.

So I called em too. Got same response, gonna put my name in list of people who have this problem.
So today I was finally able to subscribe to All Access. 60 days free promo worked as well.
I'm also enjoying 60 days free trails, its just marvelous...
Just an update for anyone following this :
As of June 11th, Google has issued a fix that prevented users from changing their home address in Wallet if they had a Google Play balance..
We're pushing a fix for one of the issues that was preventing users from updating their Wallet home address. Starting today, having a Google Play balance should no longer prevent you from changing your Google Wallet home address.
