There is a tweak made for Xposed that does this, but Xposed hasn't been updated for KitKat yet as a lot has changed in the OS that needs to be addressed first.

Yeah, Xposed wont be available for 4.4 for the next few weeks.

It does the job perfectly!

Yep, should work on Jelly Bean and KitKat, on most ROMs I imagine.

@UgglyNoodle, how hard would be it to make the module a "Expanded Notification Behavior" module where there's an option to always expand or never expand?
I want the exact opposite use-case...I don't want any notifications expanded until I expand them. (Currently the first notification is always expanded when the notification shade is opened)

I thought it would take five seconds, but I just tried it out and turns out it's not as trivial as I thought! Still, should be able to fix it up fairly quickly, so I'll let you know when it's done!

Yes please! The Liquid Smooth ROM has this setting and I'd love to be able to have this in CM.

My dream is having expanded notifications by default on stock Samsung ROMs just like I had when using Carbon on Note II.
Note 3 is great and almost everthing from AOSP I got using xposed modules, except from this feature. I hate always having to expand manually all notifications!

I ported the i9000's unofficial CM11. Rotation isn't working (expected), long hold home isn't either, captivate buttons isn't accurate haptic and position wise. I just enabled the Nav bar and be done with it. Should be OK for a couple of days while we wait for a proper build. Super smooth.

Just head over to the i9000 thread. This is the same thing with the device check removed and keylayout changed. But to be frank, its literally JB with a new (white) icon theme and launcher, thats it

you can tilt the phone right(when in settings) which will set the display in vertical poition the go to display and disable auto rotation
that way you will have no problem

So far, smooth.
Issues:
The back and home are reversed. (Recent apps does work, long press back)
Sound is messed up. Have to have headphones plugged in for sound to work correctly through the speakers. (Will not actually play through headphones)
Need more options to have volume wake but that's on cm's end.
Definitely worth using. I am gonna see how it goes tomorrow as well.

Correction: Nothing is merged in. This is just me dropping in the keylayout and removing the device check. Thats it.

Is it possible that someone can port this feature over, as an app or module? It's like heads up, a notification feature. I know there are similar features offered from xposed modules, but this one does it.

Yep, that's the best thing to do. I'm not quite sure why its enabled by default. It is probably the most common gesture you could accidentally trigger and it causes the biggest battery drain.

They are adding proximity sensor detection on the next update so it won't happen anymore

Do note that this is already implemented in custom ROMs so if OP can't wait... flash a custom ROM with the feature built in.

That's only because it was added to the cm source so it's in the nightlies and source based ROMs. A new 11s build is coming.
