That depends, do you use a rom based on a themeable source? You could also try an alternative launcher and theme that.
I would recommend flashing a Cyanogenmod rom or a miui rom.
They are the most theme-able roms available

I would use either SlimLP or SlimKat. Both are past 4.2.2 and smoother.
