If you have the Verizon SIM card still inside, no it will not activate if you are trying in Russia. In that case, replace the SIM card with your Russian carrier's SIM card and see how it goes.

Just bought the same phone, Motorola Droid Mini, from the US through eBay and i am planning to insert my sim card when it arrives.
Does the phone require to unlock it for international GSM use, or is it already unlocked?

it should be unlocked
The Droid Ultra, the Droid MAXX, and the Droid Mini are all GSM unlocked - just put a SIM card for your GSM carrier in the slot and it'll work just fine, anywhere in the world.

i was just in china a few weeks ago with family so i know the answer to this. when u go to china, buy a SIM card. all their cards in china are prepaid. just switch the cards, make sure u dont lose the original. after switching the cards and turning phone back on, go to setting>personal>phone>network> then choose GSM. and you are done. if you are coming back to USA then do the same steps and click CDMA for the last step
Verizon phones still need to be unlocked.

That only works if you have a Sprint Touch Pro 2. If you have the Verizon one you'll have to unlock it to take other SIM cards.
Hi, I have bought an unlocked Samsung Omnia 2 i920 online, I was told I can insert my fido sim card, however I don't see any sim card slot. I have looked everywhere. I was wondering if you guys can tell me if there is a sim card slot somewhere hidden or somewhere i did not see, please take a picture if you have one. If not then how do I choose a network to go with other then the current Verizon network if its unlocked? Please let me know. Thanks.

I saw your image, though mines doesn't look like that (is that when you took the battery out from the back?) mines the i920, I think your's the i8000. Anyways the tech support called me, since i sent the person a message about the sim slot, and he told me there isn't a sim slot in my phone however i can exchange it for another one that has one (i made a thread about it). Thanks for helping though.
RUIM Phone-without SIM
Ok so I am currently staying in Russia. And do recently I bought an Hox+ from eBay and it was shipped here. Now the guy never had a problem with it because it is newly bought. So it was shipped to me in the condition he sent it. Now I bought a factory unlock key and it is in my email.
So I went and cut my normal SIM card into a micro SIM card and put it in the phone but even when I restart the phone it just says No SIM Card. Not as an error I suppose.
I tried using a very old ATT SIM I had (converted to Micro SIM) but the phone didn't read it either. So I don't know what the problem is. My old phone reads my newly cut micro SIM but my phone doesn't. And I am thinking maybe because the att SIM is so many years old the phone won't see it, and maybe the phone won't see the Russian SIM card either, so my last option I suppose it to get a proper micro SIM from MTS.
What are your ideas? Also can I make the SIM unlock code show up on the screen using a secret code? You know like when people do that global phone code or *#06# code? My phone was also bootloader unlocked, relocked and os was restored too.

It must coded into the smartphone not the SIM card. I wonder whether flashing the phone to retail UK firmware prior to inserting a SIM for the first time would eliminate said feature or not.

There was same situation with crApple's iPhones from CPW. First inserted SIM locked the iThing to SIM provider.
But you had to be fast and "don't " let the sales monkey insert the purchased SIM into the phone
I bought a Moto G from Meteor before Christmas, chucked my Vodafone SIM into it, worked fine, put my Meteor SIM in after and no go. Just bought an unlock after rather than trying to deal with Meteor, but still strange that they've done this at all.
I do wonder if I had flashed another retail ROM like the UK one or something, would it have still locked.

I’m kinda puzzled with this note 8 and need some advice. Recently got a note 8 from AT&T and since I was traveling I had it unlocked to use by a third party company ( since att doesn’t unlock until Device payment is complete)
I got the code, unlocked the phone successfully. Before I left USA I put a working T-Mobile sim to test if connectivity, no luck, it doesn’t work, I tried a Verizon sim, nothing works....
Note... this T-Mobile sim and Verizon sim if I put it on a different device it will work...
any reason why this is happening

The phone is not unlocked. Seems like an error happened when you got the unlock code. I'd try again.
Did you use this device on the att network? I mean, do you have it activated?
If you unlocked it by codes and the message after inserting the code is something like "unlock successfull" then your device must accept other GSM SIM cards.
Also, I would recommend you place a 5 min call with your device, with the att sim card and then insert again the tmob card.
What is the message when you insert the tmobile card in this device?
I did the same thing by using a Tmobile SIM during the unlocking process, and it worked on TMobile right after I unlocked it. It sounded like you did not unlock it using a different network SIM but using some other method. I am not sure if that mattered or not.
I then traveled to Asia, and I bought and used a local SIM card with zero issues. The 4G LTE was faster in that country than AT&T... LOL
