Hello, I know that HTC Windows Phone 8X by HTC supports 4G/LTE but when I bought the device I could find the 4G or LTE in the network connections!!
The model is: C620e, my question is this model supports 4G or LTE??

This model does not support LTE. Only the 8X models built for the US, with processor MSM8960, support LTE.

I have a pm23200 c620e. The system view app tells me there is a msm8960 chipset in my phone.
Can i flash it to get LTE?

Region specific. Some 8X differ in the bands of LTE they support, some just outright don't support LTE.

What is the difference between the original htc one x and htc with at / t
can I flash rom form oryginal htc one x to phone from at/t?
I ask because I can buy a phone from this network from US,unlocekd, but seller says that I have to
adjust MPN settings and then phone will work on another network on 3/4g.
Can I only flash with stock rom form not branded htc one x?

First off, what is called the "One X" in most places is the quad core Tegra3 variant (code named ENDEAVORU). The AT&T is the dual core Snapdragon S4 variant with LTE (code named EVITA). Its really a completely different device internally. Flashing a ROM for the ENDEAVORU will not work on an EVITA, and may also brick the device.
You can flash any EVITA ROM on the AT&T version.
As far as network frequency support, you need to be more specific as to your location, carrier, and (if you know) the frequencies you are looking for. The AT&T version of the One X is compatible with 3G (HSPA) bands 850, 1900 and 2100 MHz. If the phone is unlocked, it should work on your home network, if your carrier uses one of these bands (you may also need to obtain your carrier's APN information, and manually enter it into the phone for 3G to work). If you carrier does NOT use one of these bands, the device won't work on 3G.
The AT&T One X works with LTE Band 17. I don't believe this is commonly used on other countries, so I would not expect LTE to work (but might, if your network uses LTE Band 17).

I think we all know that the chipset is capable of running 4G speeds, as both the models (3G and 4G) have the same chipset. Now, the Nexus 4 had a 4G hack wherein the device was able to run on LTE! Now, my question is, cant we hack the Moto 3G to give us LTE speeds?

Firstly this belongs in the Q/A section.
Now about your question, I don't it's possible since the two devices have a different chip set. The 4G variant must be having the 4G modem and the required files to make 4G connection possible. But, I can be wrong also.

from my very basic understanding the normal moto g doesn't posses the modem or radios for it.. other wise someone would had flashed it by now, like the guy before me.. I can be very wrong.

learned this the hard way, but it seems that moto g LTE uses a higher version chipset than ours, even though both are snapdragon 400. We dont have the modem and also.. no gyro.

That's just wrong. The normal Moto G features a MSM 8226 processor whereas the Moto G LTE uses an MSM 8926. The 8226 doesn't have an LTE modem.

That is simply wrong. We know they aren't the same.
Simple Answer: NO
Normal MotoG uses MSM8626 which is similar to 4G enabled MSM8926, but the fuse is blown during manufacturing disables the 4G LTE and makes it 3G only.
There is no way you could enable the LTE with Qualcom blows the FUSE.
MSM8926 -> 4G fuse blown -> MSM8626
1 more. you need 4G antenna tranciever Chip to get proper signal for the Modem which is not present in Moto G

Its only the One SU and One ST which are the Chinese variants of this phone that supports TD-SCDMA, the One S only supports GSM and WCDMA, sorry about that

Is the the HTC A9 on Amazon the normal one or is it some kind of International version that is different? Seen here....

That listing is for the international version. Here a copy paste from the features:
Nano SIM; Works with GSM carriers such as AT&T, T-Mobile etc. 4G in N/A in North America
Aside from the typo, this clearly indicates it isn't compatible with US LTE. You'll still get 3G and HSPA, but that's probably it.
