this mod was posted by Shep all credit to him for helping out!
for those that don't like ADB here's a easier way i had to buy SQlight edit from the market for 3$ but it was worth it because it worked!
Without adb:
1. Download SQLight editor from the market
2. If you don't have a good file manager also get Root Explorer from the market.
3. After both are installed - use Root Explorer to browse to /data/data/com.google.android.gsf/databases/gservices.db and click on it
4. Now click on "main"
5. Scroll down to gtalk_vc_wifi_only - highlight and hold
6. Press "Edit Record" and change the "value" to false instead of true
I hope this helps:

You have to make sure to install the latest Google apps 05/03/2011 and on the screen name list if your friend has a camera on his or her computer you'll find a camera icon next to their name if you click it on it then it will video call that person

will this work with out 2.3.3 roms?
Me and my girl have this..were both available and only have a video icon by our own name not each other.any ideas? Can't get to video no matter what I've tryed!
Works with CM7 Nightly 2.3.4 nightly 60 and up just install the latest Google apps I posted in the apps and theme forum. Listen carefully it does not work as good on 2.3.3 so use a 2.3.4 Rom.
Thanks for providing the information. It works.

This is awsome. i got a att atrix runnin on cherryblur 1.4d and i did this and the gtalk 100% worked on 3g AWESOME! i tested out the gtalk before and it would only on wifi but this worked so thank u!
App available for this
I wrote a free, open source app to do this.
It is on the market: http://market.android.com/developer?pub=Innodroid
The source code is here: http://code.innodroid.com/gtalkenabler
Give it a try and let me know how it goes. The app requires root, of course...
Guys, you don't need Root explorer (it's not free). SQLite has a feature for search database, not very fast but it works.
Anyway the trick works for a while, but somehow the gtalk_vc_wifi_only is changed back to true! Maybe after a reboot, not sure.
Any idea?

There's other free root explorers. ES a good one.
Love your new LCD density but hate the Market showing all your favorite apps as incompatible? Here's a fix discovered by insink71 over at the CM Forums. I have personally tested it, and can confirm it working for my device.
This fix is quite simple, and doesn't require uninstallation of the Market update every time it reinstalls itself.
1. Go to Settings >> Applications >> Manage applications >> All.
2. Scroll down and click on Market.
3. Click on the "Clear data" button.
4. Using whatever method you favor, change the LCD density to 160 for now.
5. Reboot your device.
6. Go to the Market and click the Accept button when prompted.
7. Go back and change the LCD density back to whatever you like.
8. Reboot your device.
Done! The Market should now work properly

Doesn't work for me.
Didn't work here, after this procedure I changed to 200dpi, then on market search for google maps and got no results
Doesn't work for me too
Found a post with another solution, haven't tested it myself yet but seems feasible.

As we know, installing flipfonts downloaded from the Samsung settings menu does not work. Until this is corrected this is an alternative way (without root) to do it.
Install this app called "Ifont" from the Google Play Store.
https://play.google.com/store/apps/details?id=com.kapp.ifont
Open the app after you download it then close it.
Download flipfonts. You can get them from the Google Play Store but you need to have the apk or know where it is at. The best option is to download from xda in this link:
http://forum.xda-developers.com/showthread.php?t=894397
Find the flipfont apk's you downloaded with the file explorer of your choice and copy them to root of the ifont folder located in your internal storage. Then click on the flipfont and install it.
Exit the file explorer and go into settings/my device/display/font style and change it to Rosemary. It has to be change to a pre-installed flipfont other than default.
Open the ifont app. Scroll to the Local section. You should see the flipfonts you downloaded. Click on the font you want to install and click set and then OK.
Reboot and bamm!! Your done.
The key is you have to let Ifont set it for you.
Found this on another forum.. just thought I'd share it with you..
That was easy thanks a lot. I can finally use the Sony sketch that i love so much

good
Good find man, I saw another thread someone post asking if anyone found a way to get flip fonts to work!
Definitely going to try this out right now even though I've never used any fonts other then the stock fonts ever on any of my phones going all the way back to the G1 lol.
Edit: I saw an option to reduce font size with IFont if you have root, have you tried to see if it works? The main thing that has always attracted me to AOSP roms is being able to make the text as small as I wanted - with touch wiz the text size is massive for me lol.

Hello Users/Readers:
I'm just your average Falsh-o-holic, who combs through all of the S4 threads to find what's been accomplished/useful information. I have not come across this work around, so I decided to post this info users of the NA1/NA5 Roms who cannot access the Security, settings option.
Disclaimer:
Use this info at your own risk. I am not responsible if this breaks your device.
I am posting this info using my XDA app. I also did this without the need of a PC. Please do not ask for links. Everything I used can be found on this web site, play store or google, except for the kernel. I'll try to be specific. Feel free to add links if you want to help other Users.
My Phone/ROM info:
Confimed working on an US AT&T SGH-I337 S4. I believe this will work on all S4 models. I currently am running Echo Rom v14 (NA5), with old bootloader and wifi working kernel (had to flash the loki doki.zip as well, which can be found all over the AT&T S4 thread).
Links of this kernel have sadly been removed.
I also use the AT&T MK2 modem - I intitially got 4G speed/icon.
I had to preform a few adjustments to the build prop and created a new PTA apn to achieve a stronger LTE connection.
I flahed the Att CSC fix zip (Can be found on the Virgin Rom thread in the OP.) as well.
Tools needed for this permission edit:
SQLite Editor or similar app.
I used SQLite Editor v2.0.1
Solution:
1) Using SQLite editor (in the apps menu) I scrolled down to the Settings Storage app and selected it/pressed it.
2) On the next screen I selected/pressed on the settings.db option.
3) Find the line that reads - install_non_market apps (line 19 for me) and press on it/select it. Then select the edit option (pencil icon top of the screen).
4) Change the value from 0 to 1 and save.
5) In the same menu, navigate to the line that reads - package_verifier_enable (line 86 for me) and change the value from 1 to 0 and save.
Last - Reboot your device and enjoy installing apks from your external/internal storage cards, xposed app, etc., without access to the Security settings option.
Please do not make any other changes because you can possibly harm your device.
These 2 simple edits will stop the current FC's we experience when trying to install and app without using the play store and disable the annoying pop-up thak asks if you want google to check for harmful blah, blah, blah. Will work even if you've pressed OK already, which I did my mistake.
Again feel free to post links to assist other Users. I Hope this helps everyone with old (4.3) bootloaders who cannot access these setting.

I would love to but do not have the proper hardware to do so. I have laptop running with an AMD64 processor, but it came installed with Vista,32 bit. I also have a desktop with Windows 8,32 bit. From what I've read a PC running a 64 bit OS is necessary. Let me know if there is some I can do with my equipment. I've never tried to build because of this but would do so if I could.

You wouldnt even have to build it my friend
You grab the build one (i.e. v14) and you make it so that Americans (which i have soooo many friends i want them to be happy) can use it
Thats all
No need to cook it from scratch! You will be grabbing the latest Echoe everytime
No pressure my friend at all!!
I thought it would be awesome way especially for Americans to be on the 4.4.2
And there is no way i could do it and fully support another thread....
No hurry!! We can talk any details you want my man!!
I was impressed about your discovery here!! I love to see this kind of thinking!! Thats what got me to discover the"wifi trick" for the 4.3... Thinking completely paradoxically and "outside of the box"

Great find. I had already changed build prop to att and did a dirty flash to get most of my app installed but this will allow those that didn't to work. It makes the Echoe a truly workable Rom for ATT users and a DD candidate. I agree with Friedrich420 this is what the forums are about,
Edit: Tried this and still have a problem with downloading some apps. Get a pop up "can't store internal storage or sd card"
Hmm. Just tried "sqlite editor pro free" and when I got to settings.db to open it, it gives me "an error occurred while opening the database". Rebooted to make sure everything was settled, but still no luck. Went to buy the $2.99 version of sqlite editor, but it couldn't install onto either my sd card or internal memory. Might be the rom, but this leads to the whole point of needing the work around. Maybe a lost cause.
