Android 4.3 was announced at the Google Breakfast this morning. Restricted multi-user support is one of the highlights. Bluetooth 4.0 Low Energy is also a key feature.
OTA update coming to Nexus 7, the Nexus 4, Nexus 10, and Galaxy Nexus today. Google Edition handsets like the Samsung Galaxy S4 Google Play Edition and HTC One Google Play Edition will get it "soon".

Samsung has begun quietly rolling out the long-desired Android 4.0 update for the Galaxy Note. When it arrives, it'll add the latest edition of Google's OS and the "Premium Suite" full of stylus S-pen friendly apps like S Note, Shape Match and My Story to your 5.3-inch phablet. The company is yet to confirm the launch, but several European users are already on the ICS bandwagon, with others expected to join soon -- but let's be honest, it's gonna feel like decades until that blessed notification pops up. It was rumoured that Android 4.3 will be launched with the stock HTC One version, but there was no trace of the new version of Android when the device was launched recently. Recently the camera interface for the Android 4.3 was leaked by someone having 4.3 running on a Nexus 4 at a Thai expo. The new UI was supposed to come with Android 4.3, instead Google has decided to put some new features of Android 4.3 on these phones instead of the complete new update. Now, we have the apk and you can install it in any device just like you install any application.

Instagram announced this morning that in version 4.1 of their apps on both Android and iOS, users will be able to import previously recorded video from device galleries. In the previous version that introduced video, you were only able to record video through the app, not pick and choose previously recorded clips. This new importing feature also allows you to trim the clip down and choose which section is centered in the Insta-square.
But maybe more importantly, video recording is now available on devices running Ice Cream Sandwich in this new version.
