Try download app called More Locale 2 from Play store. If that won't help then you're out of luck.

Is it normally included in stock Sense roms?
it's included in ROM and more locale 2 helped me to change language to Farsi (or Persian).
but the keyboard layout is English yet.
i installed another keyboard (called smartkeyboardpro).
is there any Rom available for my phone which has these features in it when i install it?

Farsi is mostly speaks in Iran, Afghanistan, Tajikistan and some other countries. Also known as Persian. Unfortunately Persian language is removed by HTC from google's stock jelly bean rom when they were cooking Sense. Only a few HTC phone models made specially for Iran have included Persian language in their rom.
"More local" does not do any good for rom localization because Persian, Arabic, Hebrew are essentially right to left languages. Perfect localization also provide Hejri (Shamsi or Khorshidi) calendar for the regions mentioned above.
Ok guys, i understand.
But there is not much i can do for you. Only thing you can try is this mod.
Its ParfieldIME, but for ics so i don't know if it will work for you.
Be careful! Don't flash the zip there, it has other mount points as our phone!
Unzip it, copy with root explorer to the folder where it belongs and set permission like other files in the folder.

had problems removing it...had to restore my device to an earlier time
arabic was overwritting the english even after removing it

Wierd ... i have it installed on my hd2 without any problem , been using it with the stock ROM and now with the MIRI 6.5.X series ROM... no issues of overwriting...

i am not saying it was not working, it worked perfectly but the problem started when you want uninstall it

as far as I know the ROM you Mentioned already an Arabic ROM which has the best arabic support at all. it's my base ROM right now.

And i have a question for you :
Why the Arabic/Persian characters are disconnected in the Browser (& all application's like gReader, KingReadr ... ect) in most ICS ROM's.
But when i replace "DroidNaskh-Regular.ttf" in system/font directory by the one i attached to this post the Arabic/Persian letters are displayed & connected correctly !!??
So is it impossible to change the font without loosing the connection between letters ?
Never had any problems with arabic letters in the browser on ics roms

There hasn't been a build with other languages yet, no one has a sys dump with anything other then EN-US at this time. I'm trying to build a Spark_W Rom with this sys build as I type this, trying to get it released.
