Transfer the Play Store the memory of your device
Enable installation from unknown sources and open the file previously transferred.

3.10.9 is newer. Why would you use this one? You should have 3.10.9 installed already. Check your settings in the Play Store and scroll down.

If it's an AOSP style ROM you'll need to flash gapps to get the play store. What ROM are you using?
