It means that custom recovery software can be installed, making it easier to flash non-stock ROMs, mainly. If you don't plan on doing so, then it won't mean much.

Hey.. thats why it is supposed to be 4.3 not 4.2.2.. 4.3 brought under the hood performance they say as I am sure sammy will bring additional crapware bloatware and stuff.
I guess my thought about sticking to 8.92 gb pit is right. If this 4.3 update is not smooth and stable I'm off to 11.82 gb pit with the CM..
