External battery not charging - AT&T Samsung Galaxy S 4 General

My 4200mAh multi-volt external battery is not charging my GS4, if anything the GS4 is trying to charge the external batt. The external batt charges my Nexus S with no problems. The charger even shuts down like its not attached to anything but the CM batt icon is spinning like its charging. Any help with this issue would be greatly appreciated.

[Q]

I have a problem in Samsung omnia B 7610.When I plug in the charger to power source it displayed the battery is full. When I plug out the battery is low and uncharged.
it is charging normally via usb .but not able to charge via wall charger. please help
It's always possible your friend's charger was faulty, but in this case it probably has more to do with the battery getting fully discharged. Lithium Ion batteries PREFER not to be fully discharged and work their best when topped up frequently. However, unless your battery flatly refuses to charge, any strange abnormalities in battery life can probably be fixed by clearing the battery log.
please reply now .things have changed and i have updated thread now.

[Q] Battery or Charging Port

Recently my Phone has been charging but it doesn't read as charging like, the little battery on the top right doesn't say charging and the status doesn't say charging, but the battery life still goes up.
Mind you that it only really charges on a computer, also it doesn't read usb mode.
I think the problem is the charging port but I'm thinking it could be the battery.
Anyone have any similar issue or ideas of what it could be.

Can't charge from external battery

I have 2 external batteries one is 3000mAh and the other is 8000mAh, I have previously used them both with another device with no problems. When I plug either into my G3 it stops charging after about 5 seconds. I can however charge from a car charger, just very slowly. Anyone else experience this? (yes I have confirmed both batteries indicate they are full before trying.)
Listed output for 3000mAh battery is 5V, 1000mAh. 8000mAh battery doesn't have that info printed on it, will update if I can find it.

Which External Battery should we get?

I need to replace my current external battery with a faster charging option. Link below. During the day, my phone actually loses its battery while charging from the external battery and the phone gets quite hot. What should we get? Our phones are not capable Qualcom quickcharge 3.0. Has anyone bought an external battery?
This link is very similar.

My current external battery. Doesn't charge fast enough.

Get one that has the power delivery specification. It will charge faster and safer than QC3.

How to make Android detect the correct battery percentage when using an external soldered charger

I have a phone that needs to be always connected to an OTG cable which does not support simultaneous charging. So to charge the phone I soldered a small USB lithium battery charger directly on the battery pins. And it works, but the phone does not display the true battery percentage until I reboot it. I think it's because the Android system isn't aware that the battery is charging and thus it doesn't allow the battery percentage to increase, but only to decrease.
So my question is: there is a way to make the android system "recalculate" the battery percentage without rebooting the phone? Something like "resetting" the battery service?
The phone is rooted, if it matters...
