What he said above. The memory is shown low but the number doesn't change. It just depends on your partition size.
Htc pico
Memory script already included in it...now your memory depends on your partition sd card part size.!!

My phone is already rooted, 4Ext recovery installed and Android Revolution rom running, but I dont know if is necesary partitioning my sd card?

Only if you want to allocate more ext space to sd card to run apps. I find it unnecessary and problematic. Also roms must support apps2sd to support it. These phones have plenty of space imo but others may find it useful.

Thanks for the answer.
I was fed up with the low memory of the pico so i rooted my phone.
Now i wanna know what to do so that all apps installed in sd card and how to free the full phone memory.
I found link2sd and app2sd apps in some threads here...now plz tell how to use them efficiently.
And plz tell which should i use link2sd or apps2sd.
Im on stock rom and dont want to flash any custom rom.

On stock rom, use link2sd. It's better than apps2sd. Search on Google "link2sd in HTC Explorer" you will get a blogspot link which I don't remember. They have provided a good solution for your problem.

First add init.d to u stock rom
Then partition your memory card and use m2sd its the best.
Apps r moved to sd card and app data is in internal memory so no lag in any app.
U can also try int2ext if it supports stock Rom

Currently I am Using ATEEQ Rom v3.1..
Whenever i restart my cell got low internal memory notification and my all apps are missing.
i used next 1.5, jaggys rom but having same problem in all roms.
plz suggest what should i do.!

MAke a bigger partition
use apps like link2sd to link apps in 2 nd partition
but u need to divide ur memory card into two partition using minipartition tool.....or use droidsail apps 2sd for moving apps but u need root for that

If your concerned about internal memory you can use an a2sd script which will give you a good amount of space for installing apps.
Go to your devices specific forum and look for a ROM that has a2sd. Make an ext partition on your sd card then flash the ROM.

I have updated my One S with 4.1.1 India and it is showing available memory of only 9.93GB. But while using 4.0 i had nearly 11.5GB free space. Why did this happened??? and is there any way to get my One S back to 11.5GB frre space??? any extra space will be of lot help for this Non-Expandable phone memory thanks in advance

i think the reasion is that the jb os needs more system space.
so the update reserves more storage for the system, so you have less storage for other things.
Ok is there any method to expand my one S storage???
