is a silly question :silly: but if you want the aosp lockscreen for example there is a mod for stock rom, if you mean thatt if cm settings will work in stock rom i will answer you with an example in cm when you move the status bar to the right and left you can choose the brightless in stock roms not

Or simply reflash JB firmware with Odin again.

Well no. Since it contains a framework-res.apk which would instantly give you a bootloop if you don't have the same device model.
It would only take little work to "port" it though, ask someone to do it for you in your forum, I'm sure they'd be glad to.

Works on any BASED STOCK ROM
It comes too late for me because im on CM10 atm, but it's a great notice that someone made this SystemUI that I was expecting for months...

Yes you can try. Some stuff in /framework just don't want to be deodexed.
