You can download a launcher like Apex or Nova and turn the dock off

I love the tablet ui mods that have been made possible by these wonderful devs. But most of these mods are only useable by stock Roms. Roms that are heavily modified can cause interference, lag, and system fc's. Those roms happen to be the ones I like most. Smh. So why not have a home replacement app that mimics the tablet ui mod. Tablet ui works for me because the notifications bar it's at the bottom. And I'm using a sg note2 and it is more easily accessible from the bottom. So why not have a home replacement app with its own notifications bar that can be customized to be placed at the top out bottom, and can be switched to phablet mode as well, and resizable grid.

So can we place the notifications bar at the bottom like in the tablet ui?

What is your phone? AOSPA ROM is really stable. Or alternatively, use apex AND lmt launcher. Lmt should provide you with something similar to a tablet UI while apex will let you hide everything else.
Edit: Not familiar with your phone but my advice still stands
