Unfortunately it looks like we can't get Adobe Flash Player support in the stock browser and some other browsers as well. The HTC One had a setting in the native browser that let you toggle it on really quickly.
However with a little bit of work, you can find yourself enjoying Adobe Flash on a browser that may be new to you.
Go to the Play Store and install "Boat Browser".
Go to settings > more > security > unknown sources (enable it)
Navigate to http://flash.cricketusers.com (I own this site and put this download here for use with ICS+ devices).
Install Adobe Flash Player
Open the application at the end of the install. It should give you the option of which browser to use. Choose "Boat Browser". It should open into a settings page.
Test Adobe Flash Player within Boat Browser on any flash enabled page.
Flash failed on: Stock Browser, Dolphin Browser.
Others are untested by myself.

I don't have the S4 with me anymore, but below is a video of flash player being installed on my wife's Nexus 5.
Install the modified APK and use Dolphin Browser with JetPack enabled. That should help with the stability aspect of it. Enable flash inside Dolphin.

I thought Chrome really wasn't suppose to support flash... Haven't checked it still. Spend most of my evenings tending to my new baby.
I get "this plugin is not supported" on chrome.
I have 11.1 flash player apk. Maybe someone can tweak it?
I tried to install Flash with Boat Browser and it didn't work. I followed your directions exactly, however, it still says flash is needed and when I click on the "Get Flash" icon, its says "your device does not support flash.
Firefox beta supports flash... I've been using it for several days. Boat browser & Chrome don't support flash.

When you tried Boat, you did go into the settings and enable it there as well correct?
With "One Browser" ( free from Google Play) flash player work perfect - fast and stable !!!
I been using boat browser as I find it better then all other browsers out there so I did what the op said and downloaded the apk and worked like a charm thanks.

Anyone know how to fix this??? Tried 2 kernels, permission fixes etc... its always black.
Try one of the older versions of Flash. The latest 10.2 and 10.3 doesn't work for me either. I had to use an older version of 10.2 before the update to get mines working again.

To get Flash 10.3 working on the stock browser you need to do two things:
1) force stop the browser process
2) Remove all permissions for /data/data/com.android.browser/app_plugins/com.adobe.flashplayer/.macromedia/Flash_Player/config.data
*Fix also works for Dolphin. Just change com.android.browser to mobi.mgeek.TunnyBrowser
Changing the permissions restricts the flash plugin or the stock browser or the webkit or I dunno what from reading config.data. This file is screwing with video playback of anything over 240p.
What's weird is that the config.data generated for 10.2 and 10.3 appears to be identical, except for the ProductVer string. Since the file contains settings for h264 high, baseline and main profiles, there's probably some change in 10.3 to the way it uses this information.
Either way, this is a bandaid for those that don't wish to use Opera until the heart of the issue is found/addressed.

Sorry if this has been solved before with ICS, but I'm stumped. I had a Moto Triumph before this. It had Gingerbread, and I installed CM7 onto it. Rooted, overclocked, the whole nine yards. I tried to install Flash from Play but it said it's not supported in my country (WTF, thanks, Adobe!) So I found an APK elsewhere and installed it. Bam! Flash works in Dolphin Browser. It's pretty slow, but it works.
Now, I did the same thing for my Photon Q and its preinstalled ICS. Any browser I try, including Opera Mini Next, Chrome, Firefox, Dolphin Browser and the default Android browser, I just get a blue cube icon where the flash object should be. I downloaded an app from Play that runs .SWF files and it displays the exact same blue cube.
Is there a workaround that anyone is aware of? If Adobe doesn't start supporting mobile devices, I think we'll be seeing Flash replaced before very long. By an open standard.
Officially Adobe has stopped supporting Flash via mobile going forward....but I believe you can still download/install the apk for whatever the last released version for each Android version via this link (you'll have to scroll down to where it lists 'Flash player for Android 4.0 archives' and grab the one at the top of that list in the case of the Q):

You're quite welcome....its not often I'm in a position to be able to help someone rather than being one of the ones asking questions but I was prepared on that one, I read that elsewhere and bookmarked it in my Photon Q folder for later use myself when I get one. I almost did this past weekend but decided to hold off still for now....then when I read in one of the other threads that Roam Control isn't (at least currently) working on it, that's kind of a deal breaker for me until that's fixed. Forcing roaming while at work is just shy of an absolute must unfortunately. :/

It is already known that side loading Flash player will still work on jellybean.
I had flash installed before the update and it works just fine after without any problems
Restored mine using using Titanium. No problems so far...
You guys who are side reloaded your Flash app, what did you do before hand, did you uninstall Flash from ICS prior?
I upgraded to Jelly Bean, Flash was already present in ICS beforehand and it's still present in Jelly Bean after the update. No sideloading, back-up/restore required.

Had Flash installed before the update, updated to JB, flash is still there, works fine. (Chrome has no plugin support whatsoever, Flash didn't work there on ICS either.)

Still in beta - not very stable. Won't stay open long enough to browse to flash sites to test it. Maybe not as compatible with 4.2.1.
Aurora is the alpha testing phase of Firefox. It's not a new browser.

Haven't noticed any issues on Stock. Do you have Flash set to Always or On Demand?
JB works fine with Flash on my tablets and phones. Only does not work with stock browser and Chrome. Does not work on new Dolphin, but that is because the devs killed the function. Works fine with Dolphin 9.4.1 beta though.

You need to set it to 'on demand' in Stock, then it works.

The recently-released Next Browser (from the Go Launcher Dev Team) supports flash with JB, but it is kinda buggy. Seems to only allow one flash applet per tab.

Running stock (which comes with cm10.1) and boat browser. Both are great, I just like to have a backup if some pages won't work properly. Everything flash related works just fine on both, boat maybe a tad better - I installed the latest ICS flash player *.apk, it's somewhere here on XDA - I could upload mine if you don't find it.

Sometimes testing Opera 15 beta, but since doesnt support flash sites, wondering if to remove it.

The G2 (AT&T) stock Browser supports Adobe Flash Player. Just go to Adobe's Archived Flash Player versions and download the latest version under Android 4.0. It didn't work on the Galaxy S4 4.2.2 stock browser so I thought it was worth mentioning.
Remember this works only on the stock Browser. It does NOT work in Chrome. Chrome does NOT support Flash!
And make sure that the option Enable plug-ins is set to Always on in the Browser Settings.
Very nice. I'm jealous. The Verizon version only has Chrome, no stock browser.

I love Chrome but sometimes I just NEED to see websites that include Flash content and its awesome to have the option to see them if needed.
If you're on Verizon you can still get the AOSP Browser and add Flash. I just did it, but I'm rooted and I don't know if it would work on non-rooted phones or not.
Install the [ROOT]AOSP Browser Installer from the Play Store. Ignore the warnings and have it install the AOSP Browser. Then go into your App maager and remove [ROOT]AOSP Browser Installer just to clean things up. You'll now have the stock browser that works fine.
Then just follow the instructions in the OP to install Flash. Works great.

On my Verzion G2 there is no LG browser... just Chrome (which won't use Flash). Other versions of the G2 use the AOSP browser. You can have multiple browsers on the same device... no problem.

Also, I've been using Dolphin Browser and it seems to support all my flash needs as well give it a try.

I also have got this to work with Dolphin Browser on my LG G2 Verizon flavor.
Doet the aosp browser from the play store have the PIE controls you can swipe in from the left? I hate having that adressbar popping up when I scroll up.
I tried the aosp installer last week, but didnt get it to work. Also tried some other ways of pushing it, but then broke the default browser in the progress. Dont want to reflash my rom again, but if it can get me the PIE controls I will keep trying it.
I've got the international version and the browser seems to have lots of bugs. Double tapping a column of text doesn't always resize it or align it with the screen properly, after a week my bookmarks disappeared and refused to come back so I had to do a factory reset, now the top and bottom bars no longer auto hide. I like the browser because it has extra features not found in Chrome but it feels like a beta product. I'm going to give dolphin and firefox a go.

Awesome. I had assumed that the stock player would have flash plugin installed, and when I tried to open a site with flash, was surprised to find that it couldn't handle it. Now I am able to. Thanks for the info.

and Dolphin and both work just fine with Flash sites and the G2 has enough power to actually handle it. I have a feeling it would destroy battery life if used too much but for times when you need it, it's great to know it works, for now.
Not sure how many of you are Sprint users; but there was a software update released for the Sprint G2 last week that apparently (at least for my slightly disgusted experience) has REMOVED the flash capability from the built-in browser. Can anyone confirm?

Verizon KitKat is missing stock browser, of course. Tried using the stock LG Browser from JellyBean, but it FC's. Does any variant have LG Browser on KitKat? If so, could someone please post the APK + ODEX files?
