I've an idea of creating an app for which there is no relative apps in the play store. The app is a must have one for every Android user and currently all them uses some adjustable versions in the play store. With these features getting built in an app means all are going to switch to this. So, any one here wishing to create it? Just guess of the total number of android users and profit, you guns earn. As in a alternative app to the playstore?
Well you will first need alot of practice in android app development, learn everything that is java.
And then you will likely need some server side stuff to mange the apps on your market, so you will need to know about a server side scripting language, and have some kind of database to store everything.
This would be the very basics, if you wanted to sell paid apps etc you would have mange payments and worry more about security.
Or just pay someone to build it for you

Well as your question seems a bit confusing
If you want to create your own Playstore like app, what zachthespack said.
Or if you want to upload your own app into Playstore, you have to create a Playstore developer's account by paying a $25 registration fee, and then its simple as you can upload your apk.

And I also want know how many apps could I deploy with same account.and I also want to know details about earning from my app . I wish to display ads on my app . What is the actual procedure for that

You can upload all your apps, at least I have never heard about any limitations.
There 3 option how to monetize your app:
1) Make Paid app , all earned money will be transferred on your bank account
2) Make free app, but with in-app-billing(unlock some premium feature for example). All earned money will be transferred on your bank account
3) Display Ads in your app. Payment process depends on your Ads provider.

He should really check for these two if he can get a Google Wallet, not many countries can sell apps on Google Play
and by his english he may not be on that list. So ads only.

There is no such thing as "Google ADs", it is called AdMob. A very effective platform, top 1 in Android games, monetized by ADs.

We have a very special idea about a new Play Store alterego. We would display Android apps in a dedicated app just like AppAware, 1Mobile Market, AppSales, Appsfire, but in a special way. However, we don't know if we can display the apps without the developers' permission.
Do these apps scrape Play Store for data and display the apps without the permission of the developers or do they ask developers if they can use their apps? Considering these apps provide users with thousands of apps, I don't think they mail all developers.
What do you think? Can this be done? Is there a risk that a developer sues these apps for using his app without his exact permission? These apps have 500,000-1,000,000 downloads which mean they are very popular.
Note: we won't offer direct download of apps. When users click on apps they will be directed to the Play Store.

My apps are the sort of apps that are good to have so should get a lot of downloads but not the sort of apps you use every day.
That's why I'm a bit stuck on what app network would be best.
Any advise?

If it something used for long periods of time, say a game, ads are worthwhile, otherwise in app purchases for extra features.

Is there a way of finding out what ad network apps I have installed are using?
The reason I asked is because I installed an app yesterday that has an ad screen as soon as the app starts with a message saying "slide to continue".
Usually I would think this sort of ad would put people off or be too intrusive, but it really isn't.
What's good about it is that you would at least get an ad per install.
I just need to somehow find out what ad network the developer is using....lol

I would advise you to use ad mediation platforms. There are a lot of different monetization platforms, for example Heyzap, Appodeal, Startapp, Chartboost, Applovin. You can get access to several ad networks there using one SDK, this way the app gets maximal revenue from ads. I would recommend you Appodeal, because they have good fillrate and support all major ad networks and have flexible payouts.
