What do u wana use it for exactly?
i used it one to reduce the lag in fifa 12. worked to some extent...but didnt satisfy completely

For now you can't, there is no usb otg
Kernel 3.x.x also doesn't have USB drivers
Earlier kernels had drivers but the board didn't support it

HTC Pico does not have a USB OTG feature. You will find this in Tablets.

Wont make any difference, in your case. Because the ROM's you have mentioned do not use kernel 3 API's.

Download cm10 (any).
Extract /system/lib/hw/lights.pico.so
Delete in your rom everything named /system/lib/hw/lights*.so, i.e. lights.msm7x7a.so, whatever.
Move lights.pico.so to /system/lib/hw
Reboot
