The rom and developers were banned for cause. It goes without saying that threads promoting them are verboten as the end result is a circumvention of the ban.

What community system does XDA use? I have never used a forum reader or app as such but interested in doing so.
XDA has its own app. You can get it in the Play store.

Those are modifications of apps in a graphical manner (eg. Blacked out apps)

It's perfectly alright to post them if you are the developer. (Or have permission granted by the developer.)
From anyone else it's Warez, which is against forum rules.
If you are a developer and you develop an app and would like to get a small payment for it you can share the application here. If im not mistaken you are required to provide with the google playstore link to get the app. The same is for paid themes. You can however provide a small verion under the name lite or free...
But im not a developer so i dont know for certain.
