What is the maximum LCD density for our HTC explorer???
Can we set it to 200 or 220??

Density of accumulating pixels increases with decrease in ppi settings. Set it to around 140 in pico, u will notice that your icons are resized smaller. This happens when pixel density is larger(although the fonts are badly rastered).

Anyone playing with the build.prop file to change the LCD density to take advantage of the SGS4g's 800x480 screen?
Yes, its somewhere in another thread. 220-225 is real nice but some apps don't scale right like camera360

What Dimensions do we use to where they don't stretch out?
If you select an image, it will just crop it so everything is still in proportion.

qHD 540 x 960 resolution
1080x960 if you use a launcher where the wallpaper scrolls.

Whoever has posted a screenshot of their phone usually has the resolution at 544 x 960. Weird.

I looked at the info behind my screenshots to double check and they do say 540x960.
Does the file type have to be jpg? I've tried tif and jp2, but even though it says the wallpaper is installed it doesn't change.

I used to have launcher what had huge ppi while now I'm using GB 2.3.5 + custom rom and screen feels small... can I manually somehow change ppi ?
PPI is short for Pixels Per Inch and it is a fixed value.
To find the PPI , the formula is ; √(800.800)+(480.480)÷4.3=216.966 PPI specifically for Optimus 3D.
800.800 means 800 square.
Simply put ; You can't change it unless you change the "LCD Panel" which is impractical thus probably not what you're asking.

All you said is right but You did not understand him . He mean the LCD density . And of course he can't change it but can change it as it appear to apps (so when you overclock your CPU is it change it ??) You can change it from the "build.prop" file that is located in /system .
Or download a simple app from the play store . I recommended use "rom toolbox" open it then go to performance tap then choose build.prop editor .

Well if pixel density is the same as LCD density then it's 256ppi.

You're correct. 240 is the default setting.

Devices standard is 800x480 - 233dpi. You could try 210. For my One S 960x540 - 240dpi. I used per app scaling 200-220 dpi depending on the specific app. Actually i use a Lollipop rom, and xposed framework is not fully supported so I use the standard 240 dpi.
