I think it might be related to your SIM card as WiFi probably works without SIM, the new update coming for the ROM will more than likely fix this issue. There is a country WiFi fix here on xda for this type of issue but not sure if it works successfully with ViperS v5.0, could be worth a try though for the meantime.

Yes you have to replace the framework2 and to add a line to build.prop ro.product.locale.region=US and that reboot your phone
I replaced the framework2 and wifi seems work fine

Thank you very much, I replaced the framework2 and wifi seems work fine , but I couldn't add a line to build.pop using "ES Note Editor" and when I add this line ro.product.locale.region=US it says "Error occurred when trying to save the file. it will not be saved" :/

I don't know how that happened. I just used to change my devices language with this app with a custom rom and it works and tried with stock before. Try factory reset from recovery

Just did... still same issue... Restored from backup... still the same, can't go into settings...

I tried and when the program start updating my phone with that ruu it says its not correct version of RUU, the link you gaved me its very helpfull but they dotn have correct version, there is 1.17 version and I need 1.42

Please give me info where i can download ROMs for this device. Are there compatible ROMs available for these devices????

this is based on 2.3.6, but themed like 4.0+

It is necessary to:
Install all the necessary drivers
Format system
Format data
And at the end of "install from sd ...."
Do everything except the WiFi that you have to fix the specified DNS
you have a picture 3 or 4 posts below how to set DNS

first make backup of your current ROM.
then format data, cache and dalvik cache.
go to install zip from sd
find your zip
and then flash
after flash I think you wipe cache and dalvik cache again
rebot phone
