Lets be clear you want it you don't need it. Lol.But anyway the AllianceRom has that.
The only thing different is the look of the toggles.

Yes.it is flashable !head over to my link in previous post!search for lrq theme link ,download nd flash via recovery and select whatever options you like in aroma installer

I have been searching thru the forums but the ones I get weren't cool enough for me (Personal discretion) until I found that work. maybe, i saw it, but it is included in a whole rom, im sure im not the only person here want to flash only lockscreen instead of flashing the whole rom stuff.

Use Alliance Mods, in that you'll get the Rom customiser and then check it there.. you'll get many lockscreens.. the link to the alliance mod is this.. okkk http://forum.xda-developers.com/showthread.php?t=2171688

Can we use on a AOSP ROM ?

No, these are just made for touchwiz ROMS, and Not all only Alliance Rom had these..

If you flashed the zip and you must have seen some changes to your current ROM like full transparent notification panel!! but still if you didn't get the rom customiser. download it from google play it's free..

Just pull a few files from a 5110 ROM like android.policy.jar systemui.apk framework-res.apk...
Remove some files I sent you in a PM. Mainly the ones referring to SMS or phone.

I'll see what's causing the issue....
EDIT: Did you install the ROM over the correct firmware? i.e. XXDMD1

For now the rom doesn't work if you wipe data... I will upload a fix by tomorrow. Sorry for that

Problem is... I'm going to be doing (and already have done some) a lot of modding to these files... which means i would have to do each twice, and ask for testers everytime.

For now if you simply install without wiping data, it'll work without issues.
Until I find a fix for the issue...
