Its a way for either NOOBs to get their posts noticed sooner or for veterans to get a post noticed after a few days with no answer!.
Basically putting the post back on top of the others!

was one ever opened? did people just give up on crespo? kindly advise.

They are not giving it to you, they are giving it to developers so they can make their apps comply even before it is officially released to users.
