This is something I've been trying to figure out for a while. If I have wifi and data on at the same time, which takes precedence? Am I still eating through mobile data, despite wifi being on, or is wifi taking care of all of it?
Reason I ask is this: I'm running Scott's latest 4.2.1 build, and if I receive an MMS while my data is off, I can never actually download that MMS. It seemingly downloads, but just ends up being a blank image, even after I turn my data on. If my data is turned on, the MMS comes through as it should. It's kind of a pain to ask friends to please notify me before they send an MMS so that I can turn data on while I'm just at home where I can use wifi.
As far as I know, Wifi takes precedence. But every ROM I've tried, MMS only downloads via mobile data.
The phone will always prefer wifi if a connection is available, and fallback to data whenever it is not connected to wifi.
As for mms, gosms lets you toggle data on whenever you receive one and then lets you download it.. Not sure if the stock mms app works the same way

This just started happening within the last week.
My phone is rooted.
It seems that when I have WiFi turned on I have a complete loss of 4G/3G/2G/G RF. If I turn WiFi off, then the phone signal comes back. This wouldn't bother me that much if I could send texts over WiFi with no normal phone signal, but everytime I try to send a text over WiFi it fails to send. Anyone else experience this issue?

With wifi calling it purposefully turns off your mobile data so it doesn't use any of your minutes/data. You can go into wifi calling and select preferences and turn it to cellular connection preferred - that way your phone will still use your signal whenever it can, but keep in mind you'll use a lot more data and your battery won't last as long. I do have texts fail from time to time on wifi calling but it hasn't been too bad recently. If you don't have a good wifi signal then just turn off wifi calling.

So why would the texts keep failing? I will even try to keep re-sending the text and still they will fail. Is there a specific port on the router that needs to be open for better optimization?
This happened to me earlier.
I was at a party and there was no wifi connection available, my wifi is off, I also don't have a data connection so my data is always turned off. Then, my friend tried to call me on viber, and my phone rang. I know that maybe since I don't have an active data connection, maybe the call turned into a regular one. But the problem is I also received Facebook notifications, tweets, and other data related stuff. I checked and I still have my data off, there's still no wifi.
So I guess my question is, how could I receive those if I don't have an active data connection?
I also checked my data meter but it's still zero.
Could my phone be actually turning my data on without me knowing? Cause since I don't have a data subscription, I don't want to receive a huge bill containing metered data charges.
I live outside the states so we don't have forced data subscription here.

I'm running PAC milestone.1.RC1 (4.2.2) and I'm having trouble getting my data to work. When I leave my house, turn data on and wifi off, and try to use any app that needs data, I can't even get 1x to work. But when I send a picture or receive a mms, I always get 3g or 4g instantly for about the 5-10 seconds it takes to send/download and then it's gone and doesn't come back. I've tried updating to the latest radio (mf1) and that did not work. I know the area I'm in has at least 3g because my girlfriend has a Verizon gs3 running stock and rooted and she gets 3g in the house. What else can I try without factory restoring?
I sent my 88 year old mother a (Boost Mobile) Moto G which I flashed and activated on Page Plus. I set it up so apps will only update via wifi and left the data off. I would like her to be able to receive MMS messages without having to toggle the data on and off. If she turns the data on, will she be able to receive MMS messages even though wifi is on? The reason I ask is I had a Droid Razr that was flashed to work on Page Plus and the data didn't work if wifi was on. And since I set it up so that apps will only update via wifi, will there be any other data usage when her wifi isn't connected? (She lives in a senior living complex and wifi is only available in certain areas.)
On some phones (maybe only on carrier that support wifi calling) the stock messaging app allows MMS over wifi. If 'Mobile network data' is not enabled, there will be no internet connection when out of Wifi range.
What about using something like Viber as an alternative for sending and receiving picture messages? It requires very little setup.
I am having issues with receiving MMS, cellphone network, and Wifi on my OPO. I think this issue may be due to the a bug in Android and not specific to the ROM I am using. In addition, I think this issue is specific to OPO and not other Android devices. The reason I know is because for two weeks, I was using Nexus 6 with stock 5.1.1, and I never had any of the issues listed. I started noticing the issues again when I switched back to OPO. These issues existed in all previous builds of the ROM I am using.
I want to know if anyone else is having similar issues and how it can be resolved.

The issues are as follows:
1) I am having issues receiving MMS. When connected to Wifi, I never receive MMS. I see that my contact sent me an MMS, but I have to first turn off Wifi then tap to "retry download of the MMS" for the MMS to show up. Another example is when I have a group MMS. I don't receive the message in the group thread. I receive MMS from individual contact, and I have first turn of Wifi and then tap to retry download of the MMS. Then only the individual message shows up in the group MMS. I think this issue is independent of the Messaging app I used. I ensured to to turn on automatically fetch MMS under the settings of the Messaging app I am using.
2) I am often in a building with poor network but connected to Wifi. When I leave the building, the phone disconnects from Wifi, but then also keeps saying no network despite the reception being good. I have reboot phone for it to catch on to the network again.
3) If I am talking on the phone, and I enter my house, the phone doesn't connect to Wifi automatically. I have to first disconnect my call for the phone to connect to the Wifi...
4) Issues 2 and 3 may be interrelated, because sometimes I noticed that when leaving a building with poor reception but connected to Wifi, I have to first disable Wifi for the phone to catch the network.
