Best Fallout Tweaks OC settings ?
It depends a lot on usage and requirements. I personally was using savagedzen @ 245-1200 awake and conservative @245-768 for sleep, noop scheduler.

I like lulzactive @ 245-1200mhz no governor change while in sleep mode. SIO I/O scheduler.

These are very much device and user specific settings as previously stated suiting individual usage

No USB host support sorry. There is a specific driver that is not included in Kernel 3 and the attempt to port it from GB was not successful. If HTC release and update with such support for One V (primo) as they did for One X I will probably manage to include it *when the kernel sources are out*

Previous kernels shouldn't be any better with battery.
Infusion will allow you to overclock to 1.6, but otherwise should be about the same, unless bedwa hasn't integrated netarchy's cpuidle fix.
LB's hellraiser kernel has the cpuidle fix and to be honest - undervolt will reduce your CPU core usage by only 5-10% in most cases unless you have a device that undervolts like a champ. It won't help radio usage or screen usage.

Love bedwa's work!! But then you have to look at either using SetCPU or Voltage Control? Which one are you using? Or are you using Both?
Voltage control free works very well with the Infusion kernel, but so does setcpu, seems to be up to personal preference but I would avoid using both as overlapping could cause issues... Voltage control and Infusion 1.1 are my personal prefs because it allows you to change the I/O scheduler as well as UV and OC. Setcpu however can control thresholding. Which one is more important to you?

It could be interactive got this from setcpu's site
interactive – Available in newer kernels, and becoming the default scaling option in some official Android kernels. The interactive governor is functionally similar to the ondemand governor with an even greater focus on responsiveness.
I decided to start a thread for governors used in your favorite kernels such as eugene373-kernel or ezekeel-kernel OR steve.garon-kernel OR mathkid95-kernel OR netarchy-kernel OR terryhau-kernel OR morfic-kernel ..... I may be missing a couple but I think these are the most used kernels for our Nexus S devices.
The reason for this poll is to help our devs include/exclude governors not being used at all or the least used! And also to establish what is the most used governor giving a hint to our devs to maybe start hacking them to make them even better.
Lulzactive v2. It gives me a nice control over how it works so I can tweak on my needs.

This is my favorite configuration as well.
lulzactivev2 is up.... yep it has more options, therefore better to test for more battery savings!
I read good things about new governor eugene373 implemented in his kernel called *scary*.... might try this one later when done testing steve.garon's kernel and lulzactive gov.
Interactive is the best for me. I recall a kernel/rom dev stating that he uses solely interactive as well.
I've been on math kids kernels since 5.0 on ginger bread cfs and smart ass v2 btw. I've tried lag free but it makes my music player stutter when the screen is off. My phone likes speedy kernels too so I switch back and forth

Lulzactive V2 (I REALLY wish it had a better name!) with SIO. Works best with Matr1x, SG-NS-ICS and ICUP on my NS.
Edit: I think I got a little hasty answering this, Ondemand, by far the one I've used most, considering I used to run Oxygen on my Desire and Thalamus' kernels are phenomenal. So Ondemand for me too.

I can confirm sio-lulzactive work nicely with Steve.Garon, eugene373, mathkid95. I had more success with Matr1x kernel with this combo my battery last me 30+ hours of heavy use!

Just did a fresh install of latest Peter Alfonso's ROM and speedy 5 kernel.... I'm testing the scary governor along with noop IO scheduler... so far so good!

i have tried every govenor/ io scheduler combination on different kernels and always end up back on deadline/ondemand.
It really depends on your needs and usage.
I am running KT747, 192 - 2106, custom voltage table, SmartassV2/sio -- Synergy.r71.
SmartassV2 can ramp up very quickly to meet demand and also attempts to ramp down quickly when demand lightens. You get a performance bias when you are interacting with the phone and a powersave bias when you are not.
As schedulers go, I figure simpler is better ... sio, all the way.

First off, what ROM are you running? Do you have a custom kernel? Are you rooted? If you are referring the CM performance profiles, those are different.

Rom: cyanogen os 12s (17L)
Kernel: Franco Kernel 42
Rooted: Yes
And yes I'm referring to the performance profiles (powersaving, balanced, performance)

Because the cm12 performance profiles are supported in many other cm based roms too that's why i must make sure. The best way to underclock is to use a kernel app. You can handle the kernel features with apps like franco.Kernel Updater. For a free alternative, you can try Kernel Adiutor.
The CM performance profiles are like this:
Performance: enables all cores and gpu at max frequency (no hotplugging)
Balanced: Has plugging of cores (turning them on/off) with the interactive cpu governor
Powersave: Runs cores at a very low frequency for desperate users (not for every day use)
The profiles use to be stored in the ramdisk but I can't find them anymore so the above information might be old. Good luck.

In CM11S you user to be able to change them in the settings under "performance"
But in COS 12S it seems you cannot change it anymore, as the only option under performance is "enable per-app profiles"
