From what I read it is specifically for Snapdragon processors, EyeLead worked with Qualcomm to make this game... so yeah I would say SnapDragon exclusive.....
It does show up in the game launcher and has some nice graphics, the menus are a total rip off of the Angry Birds styling.
It's in my plays game launcher but says not available in my countrie UK. Lol.

Its only available in the u.s. for last few months. you can get if you use market enabler and change your network to usa sprint.

So either Google thinks that Apple isn't serious competition enough to hand them over one of their key features, or they're doing anything they can to expand their foothold on the mobile phone market... Which includes handing over one of your key features to the competition.

The title seems more like it's just a bunch of key words...
That's been the case since the Amazon app store launched. About three years ago I noticed that some of the free apps that I acquired on amazon were much older versions than on the Google play store. I contacted the developers and it was amazon that was the problem.
