I need a dev for a free app - Android Apps and Games

I have developed a free PC app that is used for sending bulk SMS messages through Google Voice. A large amount of the people that use it have contacted me and asked for an Android version. My problem is that i don't know a single thing about developing for Android.
So, I am asking the community for help in developing this app. I wouldn't be able to pay mainly because the app will be free. However, if the dev would like, I would negotiate a 50/50ish agreement.

[Q] What is the best way of finding an Android developer?

I am not sure where to find a developer for an app. I do not want to start harassing random people. I am looking for someone to develop an Android app that would give people access to docs that I have created and docs that I have the rights too. It would sort of be like a dropbox type app with the option to email, send to dropbox, download to phone etc.
I have looked into writing it myself, but I am in grad school and do not have the time. I am not going to into programming either, so it is not practical for me. I am looking to pay for the app.
I understand that everyone has a "great app" idea. That is why I am willing to pay so there is no loss for the developer. If it is a bust, it is my problem.
I am not sure how it would work, who services app after on market. Do I need to buy a server or do I upload my info somewhere? Any feedback would be appreciated.

I can't think of any scenario except when the app is malware, where a developer would want to do this.
if someone went through the hard work of developing an app or game, why wouldn't they just post it on the market themselves instead of having you as the middle man?
I am uncomfortable with this suggestion and the possible ramifications with regards to fraud, malware, taking credit for other peoples work etc.

[Completed] Why does only PushBullet support Whatsapp replies on PC?

Hi everyone,
I am wondering why there is no alternative to push bullet when it comes to answering whatsapp messages on PC. All the apps that support something in that direction, only support SMS.
1. Why the run towards supporting SMS? The only people I know that still use SMS are those dinosaurs who do not have a smartphone. Why is the option to reply to SMS heavily promoted as convenient when 95% of our communication uses messengers that are not supported?
2. Why is no one ranting about all those apps not supporting messengers, why do all journalists only promote those apps as convenient, never criticizing the lack of important features?
3. Is there a technical limitation that prevents other app developers to support replying to messages from messengers like Whatsapp, Disa etc? Why is PushBullet technically able to reply to those messages but no other app?
4. Are there just too few people like me that want such a PC client there just is no demand for a desktop (i.e. Windows) client that supports such a thing?
I would really like to have an alternative to that ridiculously overpriced pushbullet premium service.
Why should I pay such a big fee every month for an app that in theory only needs my wifi as ressource, not any cloud services, traffic from the developers etc, meaning no running costs for the devs?
I would have paid 4€ once for the app because what I would be buying is a finished product that does not produce costs for the developers after that but I'm sure as hell not going to pay money each month just to be allowed to continue using an app.
Sorry for the rant but I would really be interested in your opinions on this topic, especially in technical explanations why there is no such an app besides pushbullet. I'm thinking about writing my own app some day for this purpose since there is just no free solution that suits my demands.

Help with developing and app

Hi guys I have a service where I provide info to some clients of mine for a small monthly fee. Currently I'm using whatsapp and Telegram groupchat as this isn't really professional I'm thinking about developing an app for this service. I haven't contacted any developer yet as I want to have an overlay of the functionality before contacting anyone.
So basically I want an app that my clients can install and register to, only registered clients can receive messages from with notification, notification should be customizable for example when the phone is on quit modus the notification should still make a sound if the user wishes and there should be a possibility to chose an other sound that the standard notification sound. Also all notifications/messages should get listed. Last but not least the messages should be send received instantly.
Is this explanation enough for a developer? What other info should I provide?
There's really no problem with that, but the biggest issue will be both Android and Ios Operating Systems...
Android isn't a problem at all, and you don't even need to pay the playstore for publishing it...
But for Ios is different, and Apple's app store has a really heavy eye on the apps..
The fact is that they are already full of messaging apps and i don't know if they want to allow others...
Of course i'm not saying they won't let you, i'm talking about a negative response...
Talking about windows phones, i don't know the politics behind their store, but i don't think it's a good idea.
However, the whole project is totally possible and you should't have many problems.

As for the info...we need to know if you want an Administrator dedicated app (that does not mean you can edit the whole app project, it means you can send notifications and announcements to all the people that have your app installed at once and others).
We need to know about the clients.
Do you want some other services (even if not yours) from open source projects?
About the messaging:
Do you want videos Being played in the app or in the gallery?
Wich files are you allowed to send?
Video-chatting or no?
Cloud services?
Customisable User interface or not?
