Ok, recently I have recieved several PM's asking for a more detailed explanation of why the Sensation runs at 1.2GHz and the XE at 1.5GHz.
My original explanation was dumbed down quite a bit so it would make sense to non-dev people
So anyway here is the full explanation:
It is all to do with the kernel and so for this example I will be using source from the kernel in the 3.33.401.153 ROM builds (curtosy of htcdev.com )
Before we start, lets just get 1 thing clear:
Common misconception No. 1 - The Sensation and Sensation XE have different kernels. - This is wrong, the Sensation and XE have EXACTLY THE SAME kernel (dont believe me? Check out the URL's of the download links to the source on htdev.com - they go to the same file).
Explanation of speed.
The speed at which the CPU runs at is determined by the file acpuclock-0x60.c in the kernel source and it contains several frequency tables, eg:

As you can see, it is all determined by the hex value that speed_bin returns, if it returns 0x1 then the kernel uses the XE frequency table with a max_khz value of max_khz = 1512000; , anything else and it uses the normal Sensation table with a max_khz value of max_khz = 1188000; My guess is that speed_bin checks the Model ID of the phone in use (XE has a 1 instead of a 0 at the end of its MID).

The only way that I know of is to flash an ENG Hboot (eg, revolutionary or JuopunutBear hboots) and change it via "fastboot oem writemid PG5813001" but that has never been tested so I would be wary of doing it...

That would be nice, very nice... I don't want to harm my phone but that's hellishly tempting. But actually, to change the MID is useless in practice, true? The only reason i'd personally try it out is to see if I can get the same temperature with stock kernel at 1,51 Ghz that i have with 1,2 , all with stock configuration.

then do the fastboot oem mid command as jonny explained
then flash back juopunutbear/revolutionary hboot
MID Changing the XE does not change the CPU clock speed of 1.5 MGH in the normal Sensation.

Obviously you didn't read the OP properly. Kernel has code which detects if it is an XE. You are using sensation 4G so it won't return the XE value. That code cannot be fooled by flashing an XE RUU because its not ROM/firmware related.
If you want speeds greater than 1188MHz then flash a custom kernel

As discussed one page 1 speed_bin does not refer to MID which I previously thought so changing MID doesnt work. I have not yet found any other clues in the kernel as to what speed_bin refers to but its not firmware or something that could be overwritten by RUU so its likely to be hardware or hidden partition.

nope but you could do it yourself by just removing the else statement then deleting the if line, there are instructions on how to compile the kernel given in the htcdev download
all this hard work and information for what?
they are both the same chips, maybe different revisions.. but theyre both capable of running at the same speed and more than the average user wouldnt even notice the difference...

...The Tipo has neither CM10.1 of any kind nor FXP-built CM11. What are you talking about?
EDIT: Also, that guide won't work on different Android versions anyway; trust me, I've tried.

@tiestobunio did create CM10.1 for the Tipo, but it's spilled with bugs.
@op. Remove the getprop lines in the beginning and try again.
Even if this works, the port won't. As Nsdcars5 said, you can't port a newer version of Android than your base ROM!
Just wait for the Tamsui team to finish their awesome work.

and is there any way that you could help me out with "gpp" package required for rom kitchen? i installed the thing right but could nt find the package with exact name n now its givin errors so please if you have any idea about it le me know!

The package should be g++-4.8, if I remember correctly.

I merely stated that porting on that ROM would not be a good plan.
