I am looking at learning how to develop apps etc for android but have no idea where to start. would be much appreciated if anyone could give me any pointers of where i can get the necessary information in how to start developing and learning the language required in order to start.
I only have limited experience in C, C++, HTML and CSS so I could do with some information that would be suitable for myself to start.
Thanks in advance for any help that anyone can offer.

if you mean programming then if i were you i'd ask in the development and hacking forum
and i would state what language and platform i was developing up agenst
as i c++, c#, vb and .net, mmFC , win32......
Right, I wanna start modding my phone now that i have some spare time. Just two things I need to know:
1. What code languages do I need to know?
2. How do I start porting a newer version of android to my phone when I know the languages? (any tutorials or guides or anything?, my phone doesn't have an unlocked bootloader so I know this will be a problem, but it still can be done)

As far as I know, you would want to build Android from source. In your case, try looking at the CyanogenMod source.
There is also a wiki entry on the CyanogenMod website, showing you how to build CyanogenMod from source.
Knowlegde of C/C++ and Java will prove useful, as well as any knowlegde on Linux.

I search java developers who will help me with an app for in my nice rom.
It gets ICS (icecreamsandwich) the newest android version 4.0.
I am already busy with it but cannot fully develop it now because hackers has hacked the android repositories ...
So if you like it to have on the release day of ICS it on your device, you can help with develop CM7, because it is based on AOSP and my newest ROM also
Btw it is for a settings app like in cyanogenmod.

Hello, I am a Java developer. I work with netbeans and swing platform but I have never done android Programming. If my skills are ok then I am willing to learn android programming also. but has google released SDK and development platform for ICS? I dont see in the it in the site?? or development platform is also leaked???

You can use the gingerbread api, it is backwards compatibble.

Android Chef Central is the place for you. You'll find many Tutorials for ROM building over there. Also, I pretty much didn't get what you mean by "intense C language". Well, sound knowledge in C and Java comes helpful when doing these stuffs, but mostly you'll have to encounter with lots of terminal commands for building/compiling. But when it comes to errors, knowing C/Java is helpful.

So I've used android for about 2-3 years.
This is what i know,
Basic knowledge of how to root
Basic knowledge on how to unlock the boot loader
Basic knowledge on how to unlock the device for use on other carriers
Basic knowledge on things to do after root
No knowledge on custom roms
I was wondering what stuff i should start out learning or what i should google to begin learning how to develop apps/exploits/root methods/custom recovery porting/etc etc...
I want to help contribute to the android community...
I have always been good with electronics and i learn fast and easily...
Also, I don't know if this is impotent but, i have little to no experience with HTML, JAVA, LUA, or any other computer language.
