If what you mean to ask is "How can i install this on an AOSPor non-Samsung ROM?", well, you can't. It's dependent on Touchwiz framework that would have to be ported.

Use this camera mod for paranoid and Aosp ROMs such as cm10. It has pretty much everything the Samsung camera has.

Is the camera and gallery thats in Jellywiz( custom ) touchwiz dependent also? I think its from the note2 ? I wouldnt mind using it on a aosp or cm ROM
you cant get any touchwiz camera to a aosp rom.

Incorrect, I had it on my RAZR. All you have to do is install the app.I just pulled it from a synergy zip I had and made a test call and it worked. And I am in the latest cm10 nightly

Why would you want S-Voice its pretty much useless (not that it wasnt before either) on 4.1.1

Why don't you just use Google Now? It does everything SVoice does and more, plus it is actually responsive. If you must have SVoice then try pulling the apk from a stock rom.

Actually S Voice does a little more but Google Now is more responsive but yea S Voice should work no problems on CM10

I downloaded a stock rom and just used the apk in the zip but thanks tho, and I just wanted Svoice for a have it just because reason lol

we lost the anti-shake feature, the best face feature and etc.
One fix for not having the anti shake feature is to hold the phone very still when using the camera

yea but it's not the same because the camera with the anti-shake option use to be very smooth and responsive but the aosp camera is really sluggish

The closest roms to S4 would be (R) UXUMA7 and UCMC1. They are both official JB roms with nature ux. Then you could get the S4 launcher and apps on top of that.

Touchwiz doesn't have support for onscreen buttons, and this phone doesn't have physical keys. I don't see how it could work. Interesting idea though.

Because you need the Touchwiz framework, TW isn`t a shell or an extra layer on top of android but a completely modified version of android which isn`t open scource (drivers).
Is there any possibility to get the stock Sense camera app on cyanogenmod? Because the quality of the camera that comes with cyanogenmod is really poor.

No I'm afraid not, it requires the sense framework to function properly. Its one of the drawbacks of AOSP Rom's.
