That's the "advanced power menu" mod. I think sk806 ported it and Scott baked it into CLEANrom.

Right, its a mod. Its fairly common on custom ROMs for other phones.

Checking x.xx.710.x on HTC FOTA server gets a response of FOTACANCEL_NO_MATCH_SKU, eg as far as the update server is concerned there is no HTC One XL on x.xx.710.x
This build was built 4 days after Telstra Australia's 5.08.841.3, which looks almost the same except hboot 2.15 vs 2.16.
It seems odd that someone in Australia would be releasing an unbranded version so late in the HTC One XL's life.
Maybe this is just an internal test version?
