this SS is from MIDTeam ROM, I would like to know which mod adds Notification Area shortcuts and allows for 8 toggles at the same time, so I can add to Alba V2 I just installed.

That is a feature of AOKP which you will find in the Virtuous Quattro and IceColdSandwich ROM as part of the ROM control. It would be helpful to know what ROM you're running.
