I believe this is kinda like what we have for the SGSII, an addon pack. Again, I havent had time to try this, but if i recall correctly it was only 83mb so I am pretty sure, but not certain it is not a ROM and you can flash it.

Currently installed and running without problems on CyanogenMod 9.0.0-rc1 UNOFFICIAL by TeamAcid. Using 1.5 version for Samsung Phones.
Edit: Just installed S-Voice uploaded by Droidmyst and its working without changing build.prop

I flashed poop kernel on the latest aokp and the softkey lights stayed on all the time and didn't time out like they were supposed to.

EDIT: Youtube can be fixed by re-installing it
Just wanted to note some issues. Trying to play videos from the youtube app doesn't work and their seem to be some resolution issues in menus like settings and dsp control.

Just flashed this on my girls phone, everything seems to be working fine. Had a hiccup in the beginning, it kept asking to sign in to the Gmail account (a lot) I rebooted once and tried again but still nothing, rebooted the second time it finally accepted the account and all the gaps are working.

[9/19/2013]**Kustom Finish v3.1.1 ** [MF1] GS4 Theme & Apps [15 Toggles][De-Bloated]
Hey Guys, this is my first ROM based off of Scrosler's stock 4.1.2 VZW official update. Most of the knowledge that was learned to customize my own ROM was from reading lots of forums and hands on experience from messing things up and fixing them. I want to thank many developers and users throughout XDA.
I will soon make a list when I can actually get back on my laptop and search back through to where I went apple picking for certain features on this ROM

How to Install:
Must be rooted
Must have CWM or TWRP
Transfer .zip to SDcard, or ExtSDcard (Recommended)
Reboot to recovery
Wipe System(x2), Data, Cache
Install Rom Via SDcard
FEATURES:

Updated to MF1 Baseband
Very Fast, Stable and smooth!
Build prop tweaks( Network, Battery, Media, and more Goodies!)
No Power on/off sounds
De-bloated like I just passed gas! :what:
Start Up Initialization Wizard DISABLED
Everything else not listed is stock!
Wifi Nag Removed
Battery 100% Nag Removed
Advanced Power Menu
Device Status permanently set to NORMAL

yea dude I've had this problem as well, sucks so bad finally seeing it at 100% then it's wrong.
