Help with download cache

Hi all im on cyanogen 7.0.3 I have a hard time downloading anything bigger than 5MB. Is there anyway of deleting download cache? I have tried s2e but it hasn't worked...

Hello, What exactly does this mean? I researched this and there a lot of random opinions, like does it mean the app is free? Should I worry about it or is it normal??

Looks like the app is 4.99. It probably doesn't require any additional permissions because what is pictured is an add on for the free app you can download that has all the permissions bundled in that.
