Just purchased the device from T-Mobile, set it up and everything when well. However I can not download any apps while I'm connected to WiFi,
I can browse and use other apps while on wifi and e erything works. But not on the play store.
That's not a real problem. You just need to update your play store and play services. Use apkmirror website to do that (assuming you have to restore app purchases) If you didn't purchase any apps you could use APKPure instead of the playstore or use alternate stores third party stores like y'all store

You can download Firefox via Bluestack, move it to your Phone, then login to Google account and make shortcut to YouTube
Today I was given an old Samsung Galaxy phone with Android v4.x to fix for a client. The problem with that phone was no matter what, it won't let you download, install, or update apps from the Google Play Store. Even factory reset, firmware re-flash with complete format wouldn't help.

Well, guess what, that won't help either. So all solutions and workarounds posted on XDA and other forums and websites.
THE REAL SOLUTION
Update both Google Play Store and Google Play Services manually. Thanks to these APK mirror websites. In my case, these APKs solved the problem:

Just make sure you getting correct ones for your phone by architecture (arm/arm64/x86_x86/armv8) and minimum Android version.

Edit:For those in China ,they should change their language settings to Singapore(Chinese Simpified) which allows the Play services to connect to a working server.
