When I'm driving, I don't want the phone screen to turn off (the phone is charging).
Furthermore, I would prefer if the phone wouldn't lock.

Yeah, it doesn't distinguish between when the phone is and isn't charging, but neither will an app unless you manually run it anhow... in which case you might as well use the settings page.
It's entirely possible for apps to prevent the screen from turning off, sure. But it's not possible for the app to run persistently in the background, or start whenever the phone is plugged in, and do that for you. Not without substantial hackery and either destroying your battery life the rest of the time or *maybe* on a custom ROM.
maybe you do not have the never option on the lock screen time-out

Now if I connect device to the PC it goes standby (while on lock screen, when the time is displayed), even if "screen timeout" is set to never.

you didn't say which device you have, but if it's a focus then avoid this, you will get screen burn in

I too am looking for this solution. Back in WM 5 and 6 we were able to set independent brightness and sleep times while on battery or while plugged in. I am on day 3 with this WP7 phone and am getting frustrated by the "simplification" of so many aspects that I was able to modify in the past.
If it's just the clock you need to see, then you might wanna try Nightclock, which is available for free in the marketplace. It shows a nice clock and has an option for preventing the screen from turning off.
While your lock screen does not require a password (pass number really) an extra menu item is added to the settings/lock&wallpaper/screen timeout drop menu... "never"
But if you require a password to unlock the screen, this "never" option disappears...
Unfortunately for me it is not just the clock.
While docked on my desk I like to keep it open on my SMS conversations to see if anything new has arrived.
While docked in my car on top of the dash, I like to keep it on maps to see if any traffic congestion might be ahead and listening to podcasts. Its rather distracting to keep watching for the screen to go dark and tap it every 5 minutes.

Second: My wife just bought DHD and her 1st question is how do I know that this phone is still alive and kicking if it is stand-by mode?

Not exactly sure if this is what you have in mind, but my battery monitoring app, BattMonX, will keep the LED on (provided the phone's hardware supports it, of course ) while monitoring the battery charging state.
Its highly configurable and might fulfill your needs.

Thx... I tried it... but I'd like more a solution where I could choose that led blinks f.e once in a 30 secs or 60 secs when phone is stand-by and still alive... I cannot get this apk working like that...
And this might confuse me also (when led is always on) because sometimes if android crashes or freezes it could cause similar situation (that led stays on)...

Yeah, it there does seem to be a little "wonkiness" (if you will) to the consistency of how the LEDs are supported throughout the Android world. Much of this inconsistency is due to hardware implementions, I'm sure (for example, the HTC phones are much different than the Motorola phones in the API's behavior and affect on the LEDs (not to mention what colors are supported)).
There's also the issue of what is actually happening in "stand-by" (I assume you mean when the phone's screen is off and presumably asleep). I've found that without using wake-locks, the user apps (services included (even ones monitoring for system intents)) are indeed quiesced within a few minutes of turning the screen off. This was why I added my "rainbow mode" feature in my app...it was purely to see how Android was affecting how responsive my app was after the screen is turned off. You can actually see Android slowing things down as time goes on after the screen is turned off. So, I think the only way you could get what you want would be to have an app that implements a wake-lock and keeps the CPU alive while the screen is off...a scenario that I don't think most folks would really like due to the potential impact on battery life (i.e., if the CPU is awake for your app, its awake for all apps (I believe)).

Coming from the PC world, I feel like my tablet is very insecure. Email is always synced, app store & and amazon app store have full purchase authority etc. If I lost my tablet, I am thinking it would be a big pain in the ass. Does anyone here use the honeycomb built in encryption function? Does it slow the tablet down (as far as file transfers)?
One thing I like about a tablet is the "always on" functionality. The thing about encryption is that I would need to enter a password every time I turn the thing on. Is there a better way to secure the tablet?
Also, I have noticed that if I leave my transformer unattended for even a few seconds it turns off and locks. I changed the "screen off" option in setup to 3mins but it didn't seem to change this behavior. Am I doing something incorrectly? Is it possible to have the tablet sleep (or turn off... whatever it does) after a couple of minutes but not lock for X amount of time?
Just set up a pattern unlock screen. Takes about 0.5 seconds longer to unlock the screen but makes it secure. Couple that with encryption = fort knox. The only way someone can use your device then is to know the screen code, know your google account password or hack the encryption. Without encryption someone who knows what they are doing can pull files using ADB. But chances of a thief stealing it and knowing how to do that are slim to none.
The drawback is however that if you have the dock plugged in you still need to use the finger pattern unlock rather than just press the key.
I have the screen set to always on (no time out) when I have it in the car, it stays on fine while listening to music or if it just sitting there doing nothing, but no matter if I get a call or I make a call -- the screen will always turn off after a couple seconds even though the screen is set to always stay on, also as soon as the call ends -- the phone automatically locks and I have to log in / unlock it every time. I know on the old Froyo ROMs it would stay on if I had it set to always on -- didn't matter a call or not, it stayed on like it is supposed to do and it did not automatically lock either. I am on the Weapon 3.0ROM and I am using the same widgetsoid app as the the switching mechanism for the "always on" screen setting in a widget on one of the home screens. I have checked the widgetsoid settings and there is no definition between call settings and normal data for the screen time out. Under settings in the main menu, there is no toggle to enable/disable the proximity sensor either, but since the phone face has nothing close to it when it is mounted in the car (like it would be if you had it up to your ear), I don't think that this is the proper setting to manipulate. I really believe that this is a timing setting, and I am wondering if it is separate setting that can be changed or linked to the normal screen time out settings.
Is there a way to stop the screen from timing out on the Weapon3.0 Rom during phone calls and then automatically locking the phone when the call ends? its getting a bit annoying and any help would be appreciated.

I have tried fully wiping the G2x and started from scratch reloading the ROM, apps, settings, etc. and with the Weapon 3.0ROM when the phone is plugged in charging it still automatically shuts the screen off a few seconds into a call, and then locks the phone even though I have the LCD screen setting set to always be on.
For the most part I really like the Weapon ROM, but this auto screen off and locking when I have the G2x plugged in, in the car is annoying as ****, any help to remedy this problem would be appreciated.

I think that is an unwanted "feature" of the 2.3.3 Gingerbread rom. I am not sure of anyway around it without changing to a rom that is not 2.3.3 based.
As the title asks, what is it? I know that turning off the screen with power button is not sleeping. I believe it is the state when it takes more than a second (lag) to unlock the screen. This means that the phone was in sleep state and I woke it up. But the question remains, that what is it? How and when is it activated? What happens when the phone is sleeping? Effect on battery (I believe it's positive)? The notifications like sms and call? Is only the screen asleep or are the other functions sleeping as well? Final question, Can I activate the sleep mode with the help of an application if it helps save the battery?
Note that I don't want to use battery saver apps because I don't want anything on my phone to stop. I paid for the whole phone, "including" gps, wifi and things like that. Smartphones are for us, we are not for smartphones.

Technically; sleep mode starts the moment the screen is switched off. With the exception of applications which can prevent the phone from fully 'sleeping'. A good and obvious example is the music application which keeps the phone awake in order to play music.
There's really nothing special about sleep mode except that the phone will execute a lot more tasks together but less frequently in order to save power, so you're still able to receive all messages, emails, calls and all notifications (from apps). Applications can also be informed about the change in power state (awake to sleep and sleep to awake) and therefore change the way they behave.
The amount of sleep time the phone gets is dependent on the apps you have installed and the amount of emails, calls and other notifications you get. There isn't a way to enable 'sleep mode' with an application as it would make little difference if your display is on. Your display is the main cause of power consumption, as is true with all smartphones.
Battery Saver apps are dangerous, by killing apps they have a negative impact on the phone. If the application is needed, the phone will restart it and add to the CPU cycles. The same goes with memory freeing apps. GPS/Bluetooth/WiFi are there for when you need them. Keeping them on when they're not needed is a waste of the phone's resources. As the more CPU cycles they use, the more power they consume.

That's a good explanation
I have read about term "deep sleep" while searching for this, but the explanations on the internet are not clear to me. I have understood a part of it, that this state comes when phone is at rest for too long. The phone pauses apps and their processes, except those who are downloading e.g games and only does basic tasks such as incoming communications (message, call etc.) and sync. Again, I could not find answer to when it state/mode starts.
About GPS/Bluetooth/WiFi: I said this because I had seen people talking about how they have to force otherwise unnecessary restrictions on them and thus have to worry too much to save their batteries. This is what I don't like. Technology is made to facilitate people and to make their lives easy, that's what I believe. On the other hand, I always keep bluetooth off because I need it very rarely. Well, you may have other preferences but I have to keep gps on in order to geo tag photos and to make it ready whenever I open maps etc. Wifi according to me is life blood of smartphones. So I can't live without it either.
When I had Nokia 5800 I had to turn off auto rotate because its menu took time to refresh if I turned the phone by mistake. That was the time when I came to know how bad it feels to go through the settings to turn it on when I need it urgently.
