Yes, but it will change a lot of users' current theme and possibly break features like bravia, xloud, & reboot options if they are not the same as in your rom since these add-ons have features integrated into framework-res.
Maybe tell what features your rom has that effect framework-res to ensure people only install on compatible roms & you get less complaints

I did used Espier Launcher before and the Sony Ericsson Active launcher but I wasn't satisfied with it, I'm now on Go Launcher Ex with custom theme I did
