i have bought a new mda pro but its locked to t mobile and i dont know that do i need to unlock it before flashing a new rom or can i just upgrade strait away, and i dont know how to unlock it aswell

You need to unlock it first.
Check the wiki page. loads of tools to unlock.

well the first your os needs to be pre-nodo versions 7004 or 7008 ..if so u can google your question and easily find a tutorial with links to needed files...

It would work...but i am not sure, my Omnia W will come next week so I haven't tried!
Need Interop Unloack
You need to interop Unlock and wp7 root tools to to install xap i guess.
once you update to newer firmware the unlock just don;t work. dont update to 7.10.8107.

Unfortunately it didn't work, maybe because my diagnostic version is v1109.
Could someone help me in solve this issue?

You've got the latest update. So there is no successful interop unlock available for 8107 or later yet. Only way is to go for Dev unlock spending $99 with which you can sideload upto 10 apps. If you don't wish to spend $$, you can student unlock your phone, using which you can sideload 3 apps. Google for tips n tricks for students unlock.

You could unlock your phone using WindowsBreak if you revert the firmware update (either roll back the update using Zune's backup, or re-flash an older stock ROM)
Try getting verified as a student at http://dreamspark.com
At that point, sign up for an App Hub account. http://create.msdn.com
If you were successfully verified, you should be able to select the 'student' option when you sign up and get a free account. That's what I did, but I am in the U.S., so I'm not sure if it is different.

Hi Jake, first you will have to Chevron unlock it, it's only $9. And they you have to interop unlock which is fairly easy. Let me know after you Chevron unlock it and I can help.
