i wanted to know is there any way to downgrade to 2.3.2 from 2.3.4 on nexus s?
There's another thread about this just a forum thread down. Download the 2.3.2 stock ota and you're fine. Just wipe before you flash it.

Standard GSM first (I9020T and I9023) and then at&t model (I9020A) they have different radios.
The 4g will be last.
Yes, install a i9020t stock rom on i9020a, install ics update, flash i9020a radio.

You could unlock/root your phone, and then flash any Gingerbread rom you like.
Deodexed and Odexed full stock roms.. unrooted.. root to follow soon
