Any particular reason why you want it? It seems super basic to me and could be accomplished with something like thumb keyboard.

I mean the note n7000 thread on here xda..

use root exlorer and Delete the old apk in system/app and push it there with permissions as describe in thread.
Reboot....if not work , delete the ODEX Accuweather.apk and push the new apk also in preload/app with permissions.
This s5 widget looks like the best of all in n7000 thread, let me know if you have problems.
