To over clock you just needed to be rooted and install setcpu (maybe other options out there) I believe you'll need a custome rom to change the status area. I run miui rom with extended settings in which I just installed a custom carrier logo (fallout logo to be exact) you maybe able to mess with the file system to change status area but I'm not sure.

No you don't need to flash a rom to change the status bar icons. Search, search and search. Hint, you might want to check out:
Infuse 4G Themes and Apps
Themes and applications for the AT&T Samsung Infuse 4G
You must have a kernel that supports overclocking first....like bedwa's kernel.....the voltage control app works best with it...
As for changing status bar, Google UOT kitchen and read up on it as to how to make the tweaks you want...

Is there a gingerbread theme available for stock 3.70 roms? Can't seem to find any.

Im sure one of our creative devs could whip something up . Im only able to modify current flash zips with new icons . Without a template to work with I cant help you either . Also when you request this make sure you specify with or without battery percentage in the battery icon . There are a few variations of the GB bar floating around for various roms .
http://forum.xda-developers.com/showthread.php?t=904861
This works well on stock 3.70. It also supports the toggle mod. I have attached screen shots. Kudos to the dev.
The battery icon is the gingerbread green, my battery just happened to be dead.
Also, This particular one I am using has battery percentages btw
My XT720 is using Rom Dexter's Froyo and when i want to know how much the battery left it has, i must use some widget suchas Battery Life, and it take some Ram Memory, about 3-5MB Ram.
So.. i wonder if it could use another battery status by changing it. at sample, the HD2 or Moto Cliq can use update.zip to change their status bar and it's icon.
you could have change the theme as you favorite....another apps to try Battery Calibration
I have a similar question In a thread regarding the LG evolution they managed to do a battery mod.
http://forum.xda-developers.com/showthread.php?t=1156721
I tried several times and almost bricked my microsd only to find out later that clockwork isn't compatible with xt720 in addition to being ever so finnicky.
If the above instruction do not work then would it be possible to run this through Metamorph quite like how someone did the Gingerbread theme-ing.
I applied that one with relative ease
Thanks to any and all who come up with something or contribute some relevant knowledge im missing
You can use metamorph to change one icon or zipthemer to change a group of them all at once. Zipthemer also creates an undo.zip in case you want to go back to previous.

I just saw that in the windows phone 7 launcher (available free in android market), there is an option in the launcher settings (under status bar options) which whch says: Display current battery percentage. After ticking that option, the battery percentage appears in the status bar! As far as i know, this is the only launcher which this feature. Hope that helps!
I don't know but I do know the new XDA special beta2 is a nearly perfect ROM with battery accurate at 10% increments. Thats the best I've seen. Also Widgetsoid is pretty cool.

I tried metamorph and Zipthemer but the best way i can put it is;
Its missing the Theme Control File
So i threw one in and even then, no dice
I guess clockwork doesn't need a Theme control file??
And i guess this framework is limited to that phone model
So I found this thread that has a Power Control Widget and Lockscreen Chooser that you can flash on the EVO 4G. My questions is can this be ported over or modified and made to work on our EVO Shift. So that we can flash it on our phones. I know they're using it on some roms as part of the rom.

This should be able to be ported over. Here is what you do:
1. DL Original base of EVO 3.70
2. DL MOD from thread
3. Compare the files from the MOD to the original using WinMerge - figure out what has been changed.
4. Compare the files from the MOD to original files from a Shift and try to bring those changes over to the Shift's files.
It seems really simple but there are a bunch of problems that usually jump up. I tried a few of the seemingly easier ones but was having trouble. But an easier way than porting this awesome MOD would be just use CM7
Sounds fairly straight foward. But, then again a lot of things do. I think I'll just leave it up to someone else for now. Might give it a shot if I get brave. Using the Mik v1.1, too set on it to change

its just an app that you can get from the market, its pretty handy if you want the vanilla lock screen and what your rom hasnt

The app is called WidgetLocker. For the notification bar Widgetsoid. But what I was talking about would be built into the rom itself. Not an add on app.
Shifted from neverland using XDA Premium App
First of all:
-No, I won't install CM7 or some other GB Rom just for the power controls in status bar, I want to go for a Sense Froyo Rom
-Yes I have done a lot of research and came up with nothing but more nonsense.
My question is simple: Can there be a Pull-down status bar with power control options for a Sense UI based Froyo rom ( like DK carbon which I find to be very fast )?
And don't tell me there can't be one, because LG optimus one has power control in its status bar and it is running ANdroid Froyo.
Thank you

I could Take a look at that (no promises)
have a look at my notificationToggle app: https://market.android.com/details?id=de.j4velin.notificationToggle
hope it includes all toggles you're searching for
Close to the real deal, but not what I want.
I am curious though. How can LG O1 have the power control in it's status bar by default, even though its running froyo?

would you recommend any of the tweaks on rom toolbox, the kernel tweaks supposedly help with battery life? i have no knowledge about any of that ha i have sky icecream sandwhich on my att skyrocket, and what about changing the battery icon or the other ones? will this mess with anything too bad? thank you!
Don't do anything with kernel if you are new because the rom comes with stock tweaked kernel and battery life is awesome. He has couple of battery mods that you can flash through cwm or rom manager.

Toolbox mods
Too add to appdroid's response...Some of the mods will work; example changed download arrow icon/color, but some of the mods will bork your framework (killed my status bar completely attempting to change cell signal indicator after declining option from toolbox to back-up aforementioned framework). I would have to agree with above response, especialy if you consider yourself a 'noob'.

I suggest making a backup of your rom before you start messing with it. I think it's the only way to find out how things work. I change davlik.heap settings, and a bunch of stuff. If I don't like it or I mess something up...restore backup and try again.
I am also running sky ics and have tweeked some icons using Rom Toolbox Pro. I have changed the battery icon to the 1% honeycomb style one. You should only use a battery icon with 1% increments, these are the increments used in the rom itself, not sure if 10 or 20% increment battery icons will work. I've also changed the vibrate icon, signal strength icon, usb icon and download icon. None of these changes have harmed my phone in any way. But before you go changing things, make sure you back up your rom like the other members have suggested.
